SCOPE & CONTENT:

Petition of Helena Cue, widow, Ballineen, parish of Ballymoney, barony of East Carbery, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting the chief constable or magistrates be authorised to permit use of the police in execution of decrees for unpaid rents. Explains her late husband John Cue, earlier contracted to rent the tithes of the parish of Fanlubbish [Fanlobbus], from Reverend Edward St Lawrence, Church of Ireland rector of that parish, and that a portion of arrears of Stg£1,000 remains due to him. Complains the bailiff’s employed for enforcement of legal decrees for unpaid rents due to her were beaten by parishioners and ‘one man’s skull was fractured’.

Letter from Lieutenant Colonel Sir Nicholas Loftus, magistrate for counties Kilkenny and Wexford, Mount Loftus, Goresbridge, County Kilkenny, to the Chief Secretary’s Office, Dublin Castle, seeking exemption from ‘government fees’ associated with assuming responsibility as commission of the peace for County Carlow. Expresses willingness to meet regular demands from the Chancery department for undertaking the role but asserts his putting himself to extra trouble should not entail ‘additional expense’. With reply annotated on base from CSO indicating that that no fees as such are payable to government. Encloses plain calling card printed with full name and title: ‘Lieutenant Colonel Sir Nicholas Loftus’.

SCOPE & CONTENT:

Letter from the Archbishop of Armagh [John George Beresford], The Palace, Armagh, County Armagh, to Henry Goulburn, Chief Secretary of Ireland, Dublin Castle, requesting leniency in respect of a late application by his brother Henry de La Poer Beresford, 2nd Marquis of Waterford, to purchase a surveyor’s house and 4 acres of land in town of Passage, County Waterford, on his estate. Explains that the marquis was unaware of the impending conveyance of the property by the commissioners of customs and emphasises he is offering a sum of £100 more that the nearest bidder. Encloses letter from Messrs Black and Roberts, solicitors and agent to 2nd Marquis, 23 Upper Merrion Street, Dublin, to Goulburn, pleading on behalf of the marquis for an opportunity to acquire the surveyor’s house at Passage, having missed the official deadline to participate in the sale.

SCOPE & CONTENT:

Letter from Rowley Lascelles, 35 St James's Place, London, antiquarian and archivist, to the Chief Secretary’s Office, Dublin Castle, requesting that orders be issued to the person charged with working on a proof for part of intended publication [Liber Munerum Publicorum Hiberniae] to concentrate fully upon making an accurate, clear, transcription of John Lodge’s manuscripts, to strike out that which is not there and remove anything that is incorrect. Remarks the person so employed should be cautioned ‘not to scribble all over the proof ignorant and silly “recommendations” of his own’ for his responsibility ‘is to collate not to criticise or Edit’. Questions collator’s fitness for work and stresses necessity of working to schedule.

Letter from Alexander Nimmo, civil engineer and supervisor of public works in western district, Dublin, to Henry Goulburn, Chief Secretary of Ireland, responding to various criticisms from Anthony Gregory Joyce and offering stout defence of those he employs in the execution of public works in County Galway, and of the management and calibre of the work undertaken. Gives his full support to John Edward Jones, engineer and overseer, Mr Reville, paymaster and accountant, Alexander Hay, architect, and William O’Hara, engineer and overseer, and accuses Joyce of being ‘a disappointed person whose calumnies are too gross to be founded on facts’, 9 November 1824. Also letter from Nimmo to Goulburn, enclosing several documents presented as a rebuttal to Joyce’s allegations [not present], 10 November 1824. Returns letter from the Archbishop of Tuam [Power le Poer Trench], Seamount, Galway, county Galway, to Goulburn, enclosing memorial from Joyce, Fairhill, Joyce’s Country, alleging existence of fraud and malpractice in public works in the neighbourhood under direction of Nimmo. Accuses the assistant engineers of incompetency and engagement in amusements such as shooting and fishing with local gentry; also complains of the poor quality of quay construction and protests that labourers on works are not paid, 4 October 1824. Also letter from Joyce, Clifden, County Galway, to William H Gregory, Under Secretary of Ireland, Dublin Castle, complaining of continued abuses in the management of the public works, especially of failures to issue wages or offer adequate remuneration to the labouring poor, 5 August 1825. Also draft letter from the Chief Secretary’s Office to Joyce, indicating that an inquiry was instigated in response to the issues he complained of, but neither Nimmo, nor those employed under him, were found culpable.

Letter from Matthew Barrington, Dublin, crown solicitor for Munster circuit, to Henry Goulburn, Chief Secretary of Ireland, recommending payment of £30 to Michael Gorman, a farmer of Dohill [Doohyle], Rathkeale, County Limerick, whose property was attacked and son killed by Whiteboys. Remarks that Gorman prosecuted to conviction one Patrick Bennett, a Whiteboy, for the crime at the last assizes of Limerick, 3 November 1824. Returns memorial from Gorman to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, offering detailed account of the attack which left him incapacitated. Adds his ‘wife died, from the fright of that brutal attack’ and expresses fear for his own safety in locality, signed by John Brown Jr and 3 other magistrates, 29 September 1824.

SCOPE & CONTENT:

Letter from Captain Marlin Irving, secretary, Royal Hibernian Military School, Phoenix Park, Dublin, to Henry Goulburn, Chief Secretary of Ireland, expressing intention of making a reduction in female staff at the institution and recommending settlement of superannuation for 3 school mistresses who have served between from 11 and 16 years. Proposes that a pension of £30 per annum be paid to Jane Moore; a pension of £25 per annum be paid to Mary Judge; and a pension of £15 per annum be paid to Catherine Charles. Claims after the saving effected by the reductions in staff the overall cost to the public will be £7 per year. With comment inscribed on base from John Sealy Townsend, King's Counsel and legal advisor to CSO, and annotation from CSO to effect that the recommendations are acceptable though there is no justification for the discrepancies in the suggested allowances to be paid to Moore and Judge.

Petition of Harman Gilborne, Heath Lodge, Mountrath, Queen’s County [County Laois], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a situation of employment under government. Recalls service of his late father William Perceval Gilborne, who acted for almost 30 years as surveyor with the Custom House, Dublin, and died in pursuit of regular duties. Mention also previous recommendation from Sir Charles H Coote for a situation of employment and states he has responsibility for a wife and 7 children.
