File concerning controversy over transfer of church holding of Island Magee, County Antrim, in the diocese of Down and Connor. Includes memorial from the landholders of Island Magee, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, appealing for intervention in preventing an exchange of benefices between Reverend Theophile [Theophilus] Blakely [dean of Connor] and Reverend Henry Leslie, as they complain this would be ’at variance with religion and morality’ and would be a material disadvantage to them. Signed on behalf of the inhabitants by Malcolm McNeill Jr, 4 January 1825. Also includes letter from Leslie, Bitton’s [Bilton's] Hotel, Sackville [O'Connell] Street, Dublin, to Henry Goulburn, Chief Secretary of Ireland, indicating readiness to settle with the parishioners of Island Magee in accordance with the terms of the Tithe Composition Act, 10 January 1825. Also includes declaration of resignation from the parish of Ahoghill, County Antrim, by Leslie, addressed to Richard Mant, Bishop of Down and Connor, 18 October 1824; with note of acceptance on back signed by Reverend Snowden Cupples, vicar general of Down and Connor, Lisburn, County Antrim, 25 November 1824.

File concerning proposals for reduction of debt held by the Grand Canal Company, Dublin. Includes letter from [Edward Lawson, secretary], Grand Canal House, Dublin, to Henry Goulburn, Chief Secretary of Ireland, reflecting on reduction of debt and attendant interest on loan held by the Grand Canal Company. Remarks that in the event of loan holders exchanging ‘their present securities, for new debentures’ at a lower rate of interest this would help ‘establish the Grand Canal concern, on the most permanent footing’, 5 November 1824. Also includes letter from Captain Daniel Corneille, John Armit, James Saurin and Henry R Paine, directors general of Inland Navigation, Inland Navigation Office, 11 Merrion street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, reporting on proposed issue of new loan debentures by the Grand Canal Company at lower interest rate of 3½ per cent per annum. Examines detail of loan accounts of the company and offering a critique of their conclusions, 29 November 1824. Encloses ‘Copy of an agreement entered into between the Grand Canal Directors on the part of the Undertakers of the Grand Canal, and the Grand Canal Loan holders on the 9th October 1817’. Also includes letter from the directors general of Inland Navigation to Wellesley, pointing to several shortcomings in the nature of security offered by the Grand Canal Company and in the legal title of holders of debentures. Concludes that ‘under present circumstances’ sanction should not be given to the ‘Exchange of Debentures proposed by the Directors of the Grand Canal Company’, 31 January 1825.

Anonymous letter from ‘A Connaught Chief Constable’ postmarked Farbane, King’s County [County Offaly], to Henry Goulburn, Chief Secretary, Dublin Castle, offering remarks and observations on the present constitution of the police establishment. Affirms commitment of officers in Connaught constabulary force but claims that the sphere of useful influence exercised by Major George Warburton, superintendent general of police for counties Galway, Clare and Roscommon, is limited. Proposes division of Ireland into 6 police districts and the appointment of 2 extra inspectors, and deputies, to aid oversight and law enforcement.

Petition of William O’Brien, late police constable of Ballynaboley [County Kilkenny], near New Ross, County Wexford, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting reinstatement to police establishment following injury in line of duty. Recalls he was on assignment on John Street, Wexford, on 29 September 1824, and while attempting to take Mrs Connick into police custody, he was attacked by her son Peter Connick ‘a stout active desperate fellow’ and stabbed several times with a knife. Complains he was discharged the police but only received 15 days pay, a sum not sufficient to pay debts contracted during his confinement with injury.

Letter from James Clifford, half pay quartermaster of 61st Regiment of Foot, Ennis, County Clare, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, protesting at the conduct of Sir Augustine Fitzgerald ‘a turbulent, ignorant magistrate’ whom he claims, forcefully removed him from his dwelling and placed him in an asylum for a period of 49 days. Insists he is not guilty of any criminal offence and requests extension of relief through assistance from a King’s Council. Outlines extensive military experience over a period of near 26 years, which incorporates overseas service as well as participation in the battles of New Ross, Foulksmills and Vinegal Hill, County Wexford, during the 1798 Rebellion.

Letter from William Shaw Mason, secretary, Records Commission, Record Tower, Dublin Castle, to Henry Goulburn, Chief Secretary, Dublin Castle, conveying account of expenses incurred in making the statistical returns for the census of 1821 under the Population Act [not present]. Invites the commissioners of civil accounts to examine the receipts and vouchers for funds expended by him under the act. Also sends for approval a list of public officers to be entrusted with the circulation of the population abstract and sends warrant for signature to enable remuneration of Edward O’Flaherty [neither present]. Also draft reply from CSO noting some difficulty exists in payment of one part of the account.
