Anonymous letter signed ‘JH’, postmarked [Coolock, County Dublin], to Henry Goulburn, Chief Secretary, Dublin Castle, suggesting an amendment to the Insolvent Act to enable possession of the property of dishonest debtors in order to enforce settlement with poor creditors. Refers to previous communication pointing out the ability of particular debtors to pay who are presently held in the Four Courts Marshalsea, Dublin and also in Kilmainham Gaol. Claims that rather than paying their just debts, such men ‘are living sumptuously while some of their Creditors have been reduced to Poverty’. |

Claims they were incorrectly convicted of having purchased military requisites on false evidence supplied by John Broderick, private, of the 63rd Regiment of Foot. Notes to date the magistrates have delayed enforcement of their warrants, until such times as the Lord Lieutenant’s decision is known. |

States due to his lack of means McEnalley cannot raise funds to settle a fine of Stg£100, levied against him for having in his possession a quantity of illicit alcohol. Encloses letter from Richard Mathews, Castleblayney, County Monaghan, to Leslie, seeking release of McEnalley, a grocer and publican, with premises outside the town of Monaghan on the estate of John Henry Upton, 2nd Baron Templetown. Recalls that [police constable] Johnston discovered ‘some small quantity of Potteen [sic] whiskey in his house’ for which a fine of £100 was demanded from McEnalley. |

Claims to have acted as master of the school for a period of near 11 years and makes reference to a pledge of the society under which it was intended to increase his income by Stg£50 a year, but which did not receive the final assent of government. Annotation on back states the Lord Lieutenant cannot sanction the proposed augmentation in pay. |
