Petition of Miles Howell, late non commissioned officer of the 4th dragoon guards [and out pensioner of Chelsea Hospital], Newtownbarry [Bunclody], County Wexford, to Henry Goulburn, Chief Secretary of Ireland, requesting appointment to post as sergeant in the police establishment of County Wexford or another county. Conveys if employed he is prepared to provide ‘A fine Horse – well mounted’ and emphasises his qualifications for police work on account of military experience. Also memorial from Howell to Goulburn, reasserting his application for a situation in the horse police. Requests, however, if unsuccessful in his solicitation for work, that a number of character references sent with his earlier application be returned to him.

Letter from John Armit, director general of Inland Navigation, Dublin, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, making recommendation for employment of Dr William Plant as medical attendant on the convict hulk ‘Essex’ situated at the Royal Harbour of George IV, Kingstown [Dún Laoghaire], County Dublin. Encloses letter from Plant, Montpelier Place, Blackrock, County Dublin, to Armit, requesting interference in his behalf with government for medical post on the ‘Essex’. Observes as a professional man employed in the immediate district, he is better placed than one from outside the area to attend to the needs of the convicts. Mentions as character reference in support of his application the name of Dr George Renny, Director General of Hospitals.

Petition of Dr James Farrell, [Royal Navy] surgeon for sick and wounded seamen at Kingstown [Dún Laoghaire], County Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment as medical attendant on the convict hulk ‘Essex’ based at Kingstown harbour. Emphasises his 16 years experience as a naval surgeon and recounts accompanying Lord Exmouth [Edward Pellew, 1st Viscount Exmouth] in his engagement against Algiers in 1816, 28 July 1824. Also second memorial from Farrell to Wellesley, reasserting application for post on the ‘Essex’, based on his service to the crown, his breath of experience and qualifications, 15 March 1824. Also certificate from James Dombrain, comptroller general of the water guards in Ireland, Eden Quay, Dublin, confirming Farrell’s fitness for post on board the ‘Essex’, 10 March 1824.

Indicates his claim is based on a ‘promise’ given him by Robert Peel, [Chief Secretary of Ireland, 1812-1818], and also recalls an earlier interview with the present Chief Secretary during which he stated his claims.

Claims to been in employment as surgeon to the dispensary for a period of 5½ years and also admits to having ‘served for many years in his majesty’s navy’. Indicates he has recently suffered from a ‘severe illness’ and complains of the ‘fatigue of my present employment’. Also mentions that various letters of testimony and qualifications have been forwarded to William H Gregory, Under Secretary of Ireland, at Dublin Castle.
