Letter from Reverend Michael J Keating, Church of Ireland clergyman, Bruree Glebe, Limerick, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, offering some concluding remarks on his observations on poverty in Ireland set out in an enclosed letter or pamphlet [not present]. Charges that the state of Irish society is ‘radically defective’ and in immediate need of legislative aid. Remarks within the scheme suggested the clergy of the established church are presented with a special ‘opportunity of administering to the temporal wants of their poorer parishioners with whose spiritual concerns they are precluded from interfering’.

SCOPE & CONTENT:

Letter from Major Benjamin Blake Woodward, joint inspector general of prisons in Ireland, to the Chief Secretary’s Office, Dublin Castle, indicating support for plan to establish a new school at Hollymount, County Mayo, as suggested by Mr Gorges. Proposes the regular demand for half of the cost to be met by the parish making application might be set aside, provided they could subscribe ‘nearly half’ in cash, building materials or unpaid labour. Also comments on the value of holding a charity sermon to stimulate fund raising. Encloses ‘private’ letter from [Reverend John] Gorges, Hollymount, County Mayo, to William H Gregory, Under Secretary of Ireland, Dublin Castle, outlining problems in raising subscriptions for the school due to local poverty. Remarks on pressing need for an educational facility in the locality, which has an estimated 350 children from both major religious denominations in need of schooling. Notes a school is likely to cost near £200 including ‘local aid’ plus the additional cost of a site given by Mr Lindsay. Expresses some disappointment over negotiations with the Society for Promoting the Education of the Poor of Ireland, at Kildare Place, Dublin, which concluded with an offer of ‘a few slates & quires of paper’. Indicates the proposed school has the co-operation of the local Roman Catholic priest, provided some ‘trifling concessions’ are offered ‘such as permitting the Douay Books [Douai Bible]’ in religious instruction.

SCOPE & CONTENT:

Letter from Maurice Fitzgerald, 18th Knight of Kerry, Listowel, County Kerry, to Henry Goulburn, Chief Secretary, Dublin Castle, calling attention to the pressing needs of the Church of Ireland parish of Valentia, County Kerry, which is in a neglected state due to the inefficiency of the resident clergyman. Encloses letter from the Church of Ireland bishop of Limerick [John Jebb], Currah [Curragh], County Limerick, to Fitzgerald, expressing dissatisfaction at the habits and conduct of the present incumbent of the Island of Valentia, Reverend Warburton. Proposes a plan for his removal, either by offering him another parish that does not require residence, or permitting him to remain as non resident clergyman of the island, drawing part of the parish income. Observes that a respectable replacement is essential to fill the joint roles of clergyman and magistrate, but concedes an additional inducement might be needed, in the form of a more permanent conveyance of ecclesiastical property. Identifies two men as acceptable future pastors for the island, Reverend Chute, the present curate of Cahirciveen, or Reverend Rowan, a competent academic. Requests help with further nominations for a suitable clergyman for the island and suggests his letter be shown to Goulburn.

Letter from Reverend Peter Roe, Church of Ireland clergyman of Kilkenny, County Kilkenny, to Henry Goulburn, Chief Secretary, Dublin Castle, expressing hope for preferment to the living of Odagh, diocese of Ossory, lately rendered vacant due to the death of Reverend Sterne Ball. Request that the Lord Lieutenant be informed that a submission in his favour can be expected from George Canning, Secretary of State for Foreign Affairs. Also letter from Roe to Canning, requesting interference with the Lord Lieutenant in obtaining the parish of Odagh, a living ‘in the gift of the crown – and not of the Bishop as was imagined’. Volunteers to give up possession of the parish of Dungarvon, County Kilkenny, in the event of the former being presented to him.

SCOPE & CONTENT:

Letter from Justin McCarthy, deputy provincial grand master, society of free masons of Munster, Carrynava [Carrignavar], County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, stressing the allegiance of the Munster branch of the free masons of Ireland to the crown and requesting determination over whether they are permitted to congregate as a body in public. With note added on top of letter by Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, stating under the law as it stands ‘they cannot now legally assemble’. Encloses copy resolutions of Masonic lodge, number 27, Commercial Buildings, Cork, County Cork, signed by Jervis Deane, secretary. Having noticed that the free masons of the city of Dublin are meeting together in a lodge, they agree to request that McCarthy make application to Goulburn in order to ascertain if they may lawfully assemble.

SCOPE & CONTENT:

2 letters from GG Gordon, 7 College Green, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, stressing the value of providing practical aid to those Irish labourers who make the cross channel journey to England to assist with the harvest. Proposes setting up an office in Dublin and another in Liverpool to aid the seasonal migration of labourers from Ireland. Suggests shipping for the purpose of conveyance of workers to Britain be provided ‘passage free’ since such an incentive would facilitate both harvest and spring migration for work. Also letter from Gordon to William H Gregory, Under Secretary of Ireland, Dublin Castle, acknowledging reply from the Lord Lieutenant stating assistance could not be forthcoming due to a lack of public money for such purposes. Points out in making application he was not intent on monetary gain but had hoped for a post of employment under government. Plus 2 additional letters from Gordon to Gregory, referring to desire for a personal audience to discuss a subject previous disclosed in a communication with Robert Peel, Secretary of State, Whitehall, London.

Letter from Dr J Smith, magistrate, Queen’s County, concerning an attempted intervention of a letter respecting a licence by George Arnett

SCOPE & CONTENT:

Letter from Dr J[ames] Smith, magistrate, Mountrath, Queen’s County [County Laois], to Henry Goulburn, Chief Secretary, Dublin Castle, discussing a controversy involving an attempted intervention of a letter connected with an application for licence to sell [gun] powder by George Arnett, and calling for an investigation of himself and of Captain Sands, magistrate of Queen’s County, in connection with the matter. Relays that the question has caused much local speculation and has culminated in a threat on his life, 6 January 1825. Encloses a statement from J Knaggs, post master of Mountrath, confirming Arnett had requested a letter addressed to the chief magistrate of Mountrath be given to Sands. But being informed a letter of this nature had been sent the previous day to Dr Smith, Arnett ‘went away seemingly Dissatisfied’ as it concerned ‘his licence for selling [gun]powder’.
