SCOPE & CONTENT:

Letter from Reverend John Hales, Church of Ireland clergyman, Kilbride and Enniscoffey Glebe, Mullingar, County Westmeath, to Henry Goulburn, Chief Secretary, Dublin Castle, acknowledging his letter in connection with the issue of local magisterial opposition to his demand for payment of tithes due up to 1822. Conveys at a recent sitting of petty sessions he made a formal request for a copy of the decree passed against him, and in the absence of Mr Cooper, magistrate [whom he claims is his principle opponent], he obtained from the court a summons for all outstanding tithes in accordance with the act of parliament. Requests to learn if magistrates are legally empowered to reduce the sums sued for at petty sessions for he observes ‘the Church, and all belonging to it have many Enemies these Times’.

Encloses comprehensive statement outlining difficulties encountered in claiming his tithes from the parish of Ross. Refers to the opposition shown to a proposed agreement over tithe dues with his parishioners by a local Roman Catholic landlord. Also describes various methods resorted to by the people to avoid settlement of tithe payments. Warns of the danger to the church should the general opposition spread to adjoining parishes.

Also letter from A Eliott, Whitehaven, Cumbria, England, to the Chief Secretary’s Office, Dublin Castle, acknowledging answer to letter and recognising the generosity of the Lord Lieutenant in forwarding a measure of aid to Graham. As the payment given is ‘very small’ it is hoped that the amount of aid may be augmented in future.

Explains the bishop of Ossory [Robert Fowler] had given his sanction to the arrangement, without realizing the living was in the gift of the crown. Observes he invested £500 in improvements at his existing holding, and notes a charge of £727 is still outstanding at Odagh.
