Outlines breath of experience and legal credentials and makes particular reference to expectations held out by government for his future success following previous failed applications. Adds he placed himself in the service of the crown in the college corps during the 1798 Rebellion and upon his return from [Middle] Temple ‘was slightly wounded on the memorable night of [Robert] Emmet’s arrest in 1803’ while acting as private in the Lawyer’s Corps. |

Observes the intended works enjoy particular support from John Foster, 1st Baron Oriel, who proposes to obtain a grant of £600 to be repaid by County Louth. Notes, however, that the civil engineer overseeing public works, Alexander Nimmo, is not satisfied the project is of sufficient public significance. |

Comments on some possible reasons for opposition to completion of the road and refers to the testimony of Richard Griffith, engineer, for an impartial evaluation. |
