File of material concerning the state of accounts of the Royal Canal Company, Dublin, and the question of payment of a dividend. Includes letter from Robert Smyth, Bernard Mullens and John Joseph Scanlan, directors of Royal Canal Company, Royal Canal House, Broadstone, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking sanction for decision taken at a recent meeting of stock holders of the canal to pay a 1% dividend out of funds, 15 April 1824. Also includes letter from Captain Daniel Corneille, James Saurin and Henry R Paine, directors general of inland navigation, Inland Navigation Office, 11 Merrion Street, Dublin, to Wellesley, offering their evaluation on the accounts of the Royal Canal for the quarter year ending 31 March 1824. Comments that the accounts are correct in all detail except for an item of expenditure of £503 8s 7d and inclusion of expenses relating to the extension of the canal between Killashee village and Longford town, County Longford. Also detects that available funds are not sufficient to meet payment of a dividend, and recommends recourse to the opinion of the law officers in respect of the proprietary of accessing existing financial resources, 5 May 1824. Also includes copy of case requesting to learn if recent Royal Canal profits accumulated in the hands of the Vice Treasurer can be applied for use in payment of a dividend. With answer in the negative from the Attorney General [William Conyngham Plunket] and Solicitor General [Henry Joy], 27 May 1824. |

File concerning the accidental shooting of Mr Carew near the town of Waterford by a soldier of the 86th Regiment of Foot |
SCOPE & CONTENT: |
File of material concerning the accidental shooting of Mr Carew, a stone cutter, near the town of Waterford, County Waterford, at a road blockade put in place by members of the 86th Regiment of Foot, on the night of 27 March 1822. Includes copy proceedings of a regimental Court of Enquiry, Waterford Barracks, with detail of evidence given in case by Henry Alcock, magistrate, ensign Dalgety, sergeant McPhail and private Owen Kenny. Reveals that on the night in question a party of the regiment in company with Alcock attempted to stop a man [Carew] galloping on horseback along the road. In the ensuing clamour a gun [Firelock] belonging to private Kenny was discharged by accident wounding the dismounted rider in the arm. Upon being queried over his failure to halt, Carew claimed he thought the party were a group of marauders or Whiteboys. Document is signed by Captain James Stuart, Captain Robert Bunney, Lieutenant Francis Perry, Lieutenant GG Pigott and Ensign RB Ussher, and countersigned by Lieutenant Colonel Johnson, commander of the 86th Regiment, 28 March 1822. Also copy of ‘Ramsey’s Waterford Chronicle’ newspaper [dated 30 March 1822] with short report on shooting accident under the heading ‘Unfortunate Occurrence’. Also includes letter from Alcock, Waterford, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on an unsuccessful court action against him by Carew in connection with the shooting incident, and requesting payment of legal costs amounting to £50 5s 8½d. He asks a reply to be directed to 32 Dawson Street, Dublin, 12 November 1824. |

Copy letter from William H Gregory, Under Secretary of Ireland, Dublin Castle, to Sir Charles William Flint, secretary, Irish Office, London, requesting attention of Henry Goulburn, Chief Secretary of Ireland, to instructions from the Lord Lieutenant [Richard Wellesley, 1st Marquis Wellesley], to have an amendment made to an act permitting the parishes of Lanavee [also spelt Lanabee], Aglish, Kilbonane, Moviddy and Magourney, barony of East Muskerry, to be incorporated in the western riding of County Cork for the purposes of holding petty sessions, 17 May 1824. Encloses letter from John Martley, assistant barrister of the west riding of County Cork, reporting on the application from the magistrates of the barony of East Muskerry, and giving his sanction to the proposed measure for adjustment to the boundaries, 13 May 1824. Also letter from Sir Augustus Warren, Cork, high sheriff of County Cork, to Goulburn, enclosing copy memorial from the magistrates of East Muskerry to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking alteration of boundaries on grounds on practicality and expedience. Complains of having to travel up to 30 miles to attend sessions, and emphasises their proximity to the towns of Bandon and Macroom, which are better situated to facilitate the local administration of justice, 30 April 1824. |

SCOPE & CONTENT: |
Incomplete letter from a justice or assistant barrister in Ireland, to the Chief Secretary’s Office, Dublin Castle, reporting on the capital conviction at the assizes of County Leitrim of Francis Campbell, Owen Egan and Patrick Cunningham, for a robbery committed at the dwelling of Edward Molloy [near Drumsna]. Incorporates an extended statement of the robbery by witness William Wilson [an informer in the company of the robbers] plus additional information from a number of other persons. Describes in detail the robbery of several articles of clothing, a watch and some cash from Molloy’s homestead. Mentions their intention to carry out a raid at the house of Reverend Brady, a plan abandoned due to fears of discovery on the part of Campbell and Egan; relays disgust of Mary Campbell [wife of Francis Campbell], a member of the band, who ‘damn’d their souls for a cowardly set of rascals’. Reveals Wilson’s claim to have given a warning to Matthew Nesbitt, local magistrate, of the impending robbery and his cooperation with the legal authorities. Refers also to Wilson’s background as part of a gang of thieves operating in the provinces of Leinster and Connaught and his being in contact with ‘associations of ribbon men’. |

Letter from John Charles Herries, joint secretary, Treasury Chambers, Whitehall, London, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing copy letter from Alexander Spearman, comptroller of the stationary office, Whitehall Place, London, stating some difficulties in providing details of London wholesale prices for paper supplied to the Irish government by Sir Abraham Bradley King, the King’s stationer. Explains that making an accurate comparison of papers mentioned on an accompanying list [not present] is rendered problematic on account of the difference in weight of paper supplied by King to that in use in London. Requests that King transmit a ‘specimen of every kind of paper supplied by him marking the weight per Ream upon each sample’ in order that an accurate return can be made, 30 December 1823. Also letter from Charles John Allen MacLean, Customs House, Dublin, secretary to board of customs, to William H Gregory, Under Secretary of Ireland, Dublin Castle, stating they have not received a list of London wholesale paper prices for the present quarter, as instructed by Henry Goulburn, Chief Secretary of Ireland. In consequence they have been obliged to make payment to the King’s stationer on the basis of the previous quarter year, 16 March 1824. |
