Petition of Michael Nolan, shoemaker, Ardagh, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking an advance of £14 or £15 to aid his establishment in the city of Dublin and his later removal to America ‘to Carry on his trade’. Asserts he supplied information in connection with ‘the barbarous murder of James Buckly, the Crown Witness’ in May 1822 and gave evidence which led to the conviction of 7 men for serious crime; he claims contrary to a suggestion in court he was ‘never Sworn a Rebel or a Whiteboy’ but because of his role in the prosecution was forced to abandon his trade. Letter from John Johnston, chief constable of police, Belturbet, County Cavan, concerning a complaint over a seizure and fine for having a cart in the street

SCOPE & CONTENT:

Letter from John Johnston, chief constable of police, Belturbet, County Cavan, to the Chief Secretary’s Office, Dublin Castle, requesting advice on dealing with a grievance from John Dolan who complains of being fined [by Johnston] for having a cart in the street; indicates he received the fine but did not demand it from Dolan and remarks that legal proceedings on the matter are due before the assistant barrister at sessions in Cavan. Encloses copy summons requiring appearance of Johnston as defendant and of Dolan as plaintiff before the court, with note indicating a fine of £5 10s will be imposed on the defendant for acting contrary to law. Also letter from Johnston to the Chief Secretary’s Office explaining the manner of his actions in accordance with law and the circumstances surrounding the seizure of the cart and Dolan’s immediate tender of the amount of fine. Also letter from Dolan to the Chief Secretary’s Office seeking a response to an earlier memorial making complaint over the alleged imposition of the fine by police and seeking redress. Also letter from Johnston to the Chief Secretary’s Office reporting Dolan ‘has been in the habit of keeping a cart opposite his door in the town of Belturbet to the great annoyance and danger of travellors’ and remarking on the police response. Letter from Richard Willcocks, inspector general of police, Cashel, County Tipperary, to William H Gregory, Under Secretary of Ireland, Dublin Castle, conveying a copy of charges made by Margaret Cloughessy, parish of Shanagolden, against Joseph Hanna, police constable, Limerick, County Limerick, in connection with alleged improper imprisonment and violence. In the case at issue, the magistrates of petty sessions conclude that Hanna’s conduct was motivated by ‘private pique alone’ and questions his fitness for the duties of constable. Encloses letter from Godfrey Massey, magistrate, [Abbey, County Limerick], to William Smith, chief constable, Rathkeale, County Limerick, offering support for Hanna, whose past conduct he considers ‘most conspicuously correct’; also encloses certificate from Captain John Cox, magistrate, 1st rifle brigade, Shanagolden, making commendation for Hanna as a ‘zealous and active’ officer. Letter from Reverend Richard Daniel Falkiner, Mount Falcon [Mountfalcon], Borrisokane, County Tipperary, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking to promote a renewed Church of Ireland and the spiritual reformation of Ireland, a land in which the generality of the people ‘know no more of true Religion than the brute’. Encloses letter from Falkiner to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting assistance with a crusade to eradicate ‘the source of those evils which afflict this Realm, & the only remedy for them’. Encloses printed pamphlet entitled ‘An Appeal to the Houses of Lords and Commons’ by Falkiner ‘A Clergyman of the Established Church’, printed in Dublin. Reflects on his vision to establish godliness and outlines his plan for the reformation of the Church of Ireland. Protests at the church establishment being in nature ‘an instrument of temporal power’, at its tendency to ‘split into different sects and parties’ and the practice of permitting unfit men to occupy posts in the hierarchy and pulpit. Reflects also on the ignorance of the Roman Catholic population and continues ‘The majority of Protestants are in the same sad state’; he further expresses concern at Protestant members of the church who like their Catholic counterparts ‘see the benefit of Extreme Unction’.
