SCOPE & CONTENT:

Petition of John Patterson, late police constable in the barony of Middlethird, Tipperary, County Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting payment of a superannuation allowance having given near 30 years labour to the crown. Indicates his employment with the police establishment came to an end on 1 June 1824, and recalls a period of more than 8 years with the 23rd regiment of light dragoons, followed by a period of service as drill sergeant with local yeomanry cavalry, which ended in December 1814, 12 August 1824. Encloses certificate from Wilson Ray, Tipperary, medical doctor and surgeon, conveying Patterson is ‘unfit for further service’ due to physical constraints, 11 August 1824. Also encloses certificate from Edward Wilson, chief police magistrate of County Tipperary, affirming Patterson conducted his duties with ‘great propriety’ but being ‘worn out’ he is now discharged the force, 1 June 1824.

SCOPE & CONTENT:

Petition of John Cornwall, Cloonkeenhane [Cloonkeehan], Ballinlough, County Roscommon, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of heavy customs charges being imposed at the market of Castlerea [Castlereagh] and seeking redress. Laments that having made his way to the market with ‘a Horse load of Cabbage plants, for sale’, the collectors of customs, Sweeny by name, demanded 8d in taxes plus a portion of the vegetables ‘in lieu of three pence more’. Adds a nota bene on foot to effect that the customs officers regularly charge the twentieth part of a penny on oatmeal ‘which causes the Public to complain for that and every thing else’.

SCOPE & CONTENT:

Petition of John Collins, John Dougherty, Thomas Laffan, Thomas McQuillan, Mathew Higgins, retired soldiers and out pensioners of Chelsea Hospital, and Margaret Tate [widow of private Andrew Tate], Newry, County Down, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the failure of Sir Edward Smith Lees, secretary to the Post Master General, to fairly investigate their allegations against James Moore, assistant post master at Newry post office. Expresses hope for review of their case, for legal proceedings against Moore, and for a measure of compensation. Alludes to the ‘extortions practiced’ by Moore, which includes making dishonest deductions on pension payment, imposing excessive interest charges on cash advances, and causing unnecessary delay and forgery; also implicates Moore’s son, Stephenson Moore, and his wife, for selling at inflated prices at her millinery shop next door to the post office. Also remarks upon Lees’ flawed mode of investigation and the hostility of the Post Master General to their case, 28 October 1824. Encloses separate copy depositions from Collins, Dougherty, Laffan, McQuillan, Higgins, and Tate, offering an expansion of their individual cases against Moore, made in presence of Trevor Corry, magistrate of County Down, before being passed for examination to Lees, 1; 2 September 1824.

Letter from Henry Townsend, secretary, Irish Fishery Office, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, making reference to separate applications from the fishermen of Dungarvan, County Waterford, and from John Doyle boat owner of Rush, County Dublin, requesting the commissioners of customs allow an extension of clearance for tonnage bounty. Requests the Lord Lieutenant [Richard Wellesley, 1st Marquis Wellesley] issue instructions to the board of customs ‘authorizing the outward Clearance of fishing vessels in the different Districts of Ireland’ for a further period, 17 June 1824. Enclosing copy memorial from the boat owners of Dungarvan to the commissioners of Irish fisheries seeking an extension of customs clearance, signed by Lawrence Nugent and signed and marked by 27 other fishermen, 12 June 1824. Also enclosing copy memorial from Doyle to the Irish fisheries commissioners appealing for an extension of the time to enter his vessel for bounty until the middle of June, as has been the practice of previous seasons. States he has had his boat fitted out for fishing on the west coast of Scotland and has a crew ready to proceed to sea, 15 June 1824. Also enclosing letter from Townsend to Gregory, stressing the necessity for recognition ‘local peculiarities’ in the Irish fishing industry and for offering an extension of the time allowed for outward clearance, 17 April 1824; encloses copy letter from Charles John Allen MacLean, Customs House, Dublin, secretary to board of customs, to Townsend, refusing to sanction an extension of the clearance, as such would be in contravention of the provisions of the relevant act [59th George III, chap.109], 15 April 1824. Also enclosing letter from Townsend to Gregory, discussing the impasse with the commissioners of customs and seeking intervention of the Lord Lieutenant, 6 May 1824.
