Letter from Dr Francis Barker, secretary, General Board of Health, 22 Bagot Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, indicating the board has considered a memorial from John Nalty, apothecary to Sir Patrick’s Dun’s Hospital, Dublin, seeking payment of remuneration for duties as surgeon. Recommends for the labour he be given 5 shillings per day, to commence on 25 December 1824. Returns memorial from Nalty to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, stating he has given surgical aid to fever patients in Dun’s Hospital and requests payment of an allowance that takes into consideration the risk involved, the nature of the labour and the number of persons treated.

Letter from Dr Francis Barker, secretary, General Board of Health, 22 Bagot Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, indicating the board has considered a memorial from George Tyrrell, registrar [register] and providore of Sir Patrick’s Dun’s Hospital, Dublin, seeking payment of remuneration for additional duties. Recommends for the labour he be given 5 shillings per day, to commence on 25 December 1824. Returns memorial from Tyrrell, 2 South Clarence Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, pointing out he has been entrusted with extra labour on account of the admission of fever patients into Dun’s Hospital, and seeks appropriable financial recompense for work.

Letter from John Reily, Tallow, County Waterford, complaining of an order restricting shipping traffic on the River Blackwater

SCOPE & CONTENT:

Letter from John Reily, Shancally, Tallow, County Waterford, to William H Gregory, Under Secretary of Ireland, Dublin Castle, complaining of an order issued by the commissioners of customs at Youghal, County Cork, restricting shipping traffic on the River Blackwater. Points to the ‘severity’ of the new regulation and the ‘great inconvenience’ it will cause to the people living along the banks of the river and the adjacent district. Remarks on the healthy state of the trade which reaches as far as 10 miles upstream and carries supplies of coal, slates and other goods. Contends if prevention of smuggling is the aim of the order, a more extensive revenue office might be establishment at Youghal, where at present just 2 men and a barge are entrusted with the supervision of the harbour. Encloses printed copy of the order [notice] which states that from 15 January 1825 shipping vessels are not permitted to up the River Blackwater to unload their cargo. From that date, all cargo must be discharged at the quay of Youghal, County Cork, or that part of the river situated at the front of the town. Signed by William H Hennis, collector, Custom House, Youghal, and Roger Green, acting commissioner of customs.

SCOPE & CONTENT:

Petition of Reverend John McNamara, Roman Catholic chaplain to the convict penitentiary at Cork, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting payment of £25 to cover operating expenses of the prison chaplaincy. States he has served as chaplain to the depot since May 1818, and stresses the cost of having religious literature printed for use of those facing transportation to New South Wales, Australia, and for use of those attending schools in the penitentiary; remarks also on the cost of wearing apparel to conduct religious services. Annotation on back from CSO recollects a previous application and notes as he is now resigned his claim is ‘inadmissible’.

States that the city has granted the sum of £300 towards the proposed project which is estimated at a cost of £1,400. Query on back in pencil asks has the treasurer not been informed of the means of getting access to the money.

SCOPE & CONTENT:

Letter from Mathew Barrington, crown solicitor [Munster circuit], Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, recommending a payment of £30 be made to Margaret Campbell who assisted in the prosecution of James Lysaght, who was convicted for his part in an attack on her brother’s household in County Limerick in 1823. Remarks on account of her legal testimony ‘she may incur personal risque [sic] from the friends of Lysaght’. Returns memorial from Campbell, spinster, Ballyvoreen, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, alleging that Lysaght and others attached the dwelling of her brother with the intention of kidnapping her. Claims her evidence was instrumental in the trial of the accused and his transportation for life. Request assistance in departing from the country for reasons of personal safety. Mentions since the prosecution she has received protection at the dwelling of Edmund Burke of Ballyvoreen.

Claims his method, unlike that currently in use, will prevent and counteract forgery of newspaper stamps. Indicates he has introduced his plan to the commissioners of stamps and makes reference to an enclosed ‘original stamp’ [not present] with which, he claims, ‘thousands could be taken in an amazingly short space of time’.

Petition of John Williams, former police constable, Listowel, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of appropriate compensation having ‘lost one of his eyes’ in the line of duty. Claims to have succeeded his father, who had served as baronial constable of Glanarought, County Kerry, but due to his injury, was deemed unfit to fill a post in the new police establishment. Stresses necessity for an income to support his family and states his application has the approval of the leading magistrates of the county.

SCOPE & CONTENT:

Petition of Robert Webster, former acting chief constable of police in County Donegal, Listowel, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting reconsideration of claim to compensation for duties performed primarily in the police establishment of Major Thomas D’Arcy, chief police magistrate for County Donegal. Claims to have acted ‘to all intents and purposes’ as chief constable for a period of 7 years, and outlines a wide range of duties to the crown, some of which were in support of the revenue department. Mentions having curtailed ‘House Burning, turf Clamp burning, the breaking of plows and Harrows…[and] the Posting of illegal Notices at Fahan in [the barony of] Inishowen’, County Donegal. Also alludes to having taken an instrumental part in the dispersal of a large party of men at Buncrana, apparently intent on disturbing the peace, and of preventing the shooting of a servant of the bishop of Derry [William Knox]. Refers to other personal contributions to enforcement of law and order and alleges he was overlooked by D’Arcy for promotion in the police. Also earlier reply from Henry Goulburn, Chief Secretary, Dublin Castle, to Webster, 22 Peter Street, Dublin, acknowledging application for redress but insisting the Lord Lieutenant ‘cannot hold out any expectation of remuneration’.
