SCOPE & CONTENT:

Letter from Sir Charles William Flint, secretary, Irish Office, London, to William H Gregory, Under Secretary of Ireland, Dublin Castle, indicating an application for a reduction in the rate of interest charged on a loan to the commissioners of the Dublin and Navan mail coach road was received. Conveys the determination of Henry Goulburn, Chief Secretary of Ireland, that upon settlement of the outstanding instalment now due, a reduction will be given on the remainder, 5 February 1825. Returns letter from John Galloway, secretary, commissioners of the consolidated fund, Board Room, 37 North Cumberland Street, Dublin, to Goulburn, observing the commissioners of the mail coach road have been irregular in making loan repayments, having to date arrears in excess of £3,400. Admits of the possibility of a reduction in interest, on condition that all arrears be ‘paid in full’, 25 January 1825. Also returns memorial from Lord Killeen, Sir Henry Meredith, Judge Moore, Joshua Spencer, Henry McFarland, Henry Frederick Stock, Alexander Kirkpatrick, John Brinkley, [Church of Ireland archdeacon of Clogher County Tyrone], and Reverend George O’Connor, commissioners of the Dublin and Navan mail coach road, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, outlining their claim for a reduction in the rate of interest payable to the commissioners of the consolidated fund, plus a postponement of repayments for a period of two years. Mentions having support for her application from Captain Drought of County Limerick plus two members of the Townshend family. Letter from Charles Arbuthnot, Treasury Chambers, Whitehall Place, London, joint secretary to the Lords Commissioners of the Treasury, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, indicating approval of plans to offer an alternative gas light supply to the city of Dublin. Remarks it has he who leased a crown property in Westminster, London, to the company in question. They are, he notes, composed of ‘wealthy’ and ‘highly respectable Persons’. Encloses copy memorial from inhabitants of the city of Dublin to Wellesley, requesting permission be given the British Gas Light Company to establish themselves in the city and to open the streets as necessary to install piping and gas mains. Observes the applicant is ‘a man of bad, and infamous character’ and unworthy of government aid. Petition of Edward Hevenor, former police constable, [County Kildare], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting that an order dismissing him from the police for misconduct be overturned. Contends for his part he was treated more harshly than his colleague, James Armstrong, whom he claims instigated a violent disagreement with George Alcock, private in the 63rd regiment of foot, while on night patrol. Recalls he was in company with constable Armstrong and Alcock [while County Kildare was under the Insurrection Act] when the former ordered the latter to retire; when Alcock refused, he [Hevenor] was told to escort him to the guards room, during which blows were exchanged. Points to his excellent record of service under Major James Tandy, chief police magistrate for counties Carlow, Wicklow, and Kildare, and encloses character references in support of his application from John Bagot, magistrate, Nurney, County Carlow; from Reverend Charles Moore, magistrate, Monastraeven, County Kildare; from Thomas Connor, magistrate, [Grangebeg], County Kildare; from Reverend Moore Morgan, magistrate, [Dunlavin], County Wicklow; from James Medlicott [Medlicot], sovereign of County Kildare; and from ES Flinter, half pay lieutenant, 97th regiment of foot, Rathangan, County Kildare.

Letter from Thomas Stanton, 114 Abbey Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking government financial assistance in moving abroad for reasons of personal safety. Claims to have experienced personal difficulties on account of his ‘Loyalty to the Crown’ and recalls leaving his home in County Roscommon and moving to London, later coming to live in Dublin. Mentions an earlier application for relief to Henry Goulburn, Chief Secretary, Dublin Castle, supported by Reverend Annesley Strean, magistrate for County Roscommon, Athlone, County Westmeath, and Major John Wills, Lucan, County Dublin, chief constable of baronies in counties Kildare and King’s County [County Offaly]. Conveys he secured a post as police constable in Belfast, County Antrim, but found it impossible to continue on fitness grounds and due to anxiety for the safety of his family.

Letter from Alexander Nimmo, Dublin, civil engineer overseeing public works in the western district, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on expenses of carrying on the public works in the west of Ireland. Remarks his submission has been delayed somewhat on account of his conducting a survey of works under his jurisdiction. Stresses for the present he has not included in his account the costs associated with project ‘management or purchase of land’. Encloses copy of an ‘Estimate of the Sums required for the Completion of the Public Works in the Western District’. Estimate displays costs of laying roads, making repairs or improvements to existing roads, building bridges, watercourses and harbours, and fencing; works carried out in Connemara, County Galway, Westport and [Bangor] Erris in County Mayo, and in other parts of counties Sligo, Roscommon and Leitrim.
