Letter from Sir Edward Smith Lees, secretary, General Post Office, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, requesting that a directive be issued to the messengers of the civil office to deliver up all mail and dispatches for transmission to the inland mails no later than 7.15 pm. Points to the inconvenience experienced by the post office due to late deliveries of mail from the civil office and to the general disturbance of interior mail operations. Annotation on back from Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking regular conformation of the hour at which mail was delivered by the civil office in the evening and the name of the messenger. |

Copy of printed pamphlet entitled ‘Rules and Regulations for the Hulk Surprise’. Reproduces copy letter from Dr Edward Trevor, Dublin, superintendent and medical inspector of convicts, to William H Gregory, Under Secretary of Ireland, Dublin Castle, emphasising the economy and utility of the convict hulk stationed at Cove [Cobh], County Cork, for holding prisoners prior to their transportation to New South Wales, Australia. Instructions include directions for the local inspector, the keeper, the ship keeper, the surgeon, chaplains and the guard; also gives general guidance on diet, punishment, salaries and discipline. Copy of weekly report from Reverend Alexander Kennedy, inspector of the convict penitentiary house at Cork, County Cork, to William H Gregory, Under Secretary of Ireland, Dublin Castle, covering period, 9 to 16 February 1825. Remarks upon his examination of provisions, bedding and clothing in use by prisoners at the institution. Observes a want of clothing, the deficiency having arisen on account of the removal of surplus supplies to the convict hulk [‘Surprise’] stationed at Cove [Cobh]. Points also to a particular need for various articles of bedding amongst the prisoners. Adds the ‘Keeper, Physician and two Chaplains have performed their respective duties with every degree of diligence’. |

Letter from Major Alexander Taylor, Alderman Mark Bloxham and Thomas N Edgworth, commissioners for paving, cleaning and lighting the streets of Dublin, Paving House, Mary Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, conveying they possess no power under the paving acts to provide a pension to any person previously employed by their body, except for the acting commissioners themselves, 25 March 1825. Also second letter from the commissioners to Gregory, stating in reply to a query by government that James Pride acted as an officer to their board for a period of 10 years, 12 March 1825. Also copy memorial from Elizabeth Pride [née Morton], widow, [Dublin], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of pension to aid support of herself and her 2 children. Claims her late husband James Pride was employed by the paving board as inspector of water fountains in the liberties area of Dublin city on a salary of £80 per year. |

Incorporates detailed commentary on work to date with reference to the various stages of pier construction and associated works, compiled by John Rennie, civil engineer. Also gives detail of ‘Estimate of the probable sum that will be required to carry on the Works for the Improvement of the Harbour of Donaghadee during the year 1825’; also appends an abstract account for year ending 5 January 1825. Report signed by Arthur Blundell Sandys Trumbull Hill, 3rd Marquess of Downshire and 9 other commissioners. |

Letter from Sir Charles William Flint, secretary, Irish Office, London, to William H Gregory, Under Secretary of Ireland, Dublin Castle, requesting that a letter be sent to William Henry Carter refusing his application for funds to support a scheme of public works at Erris, County Mayo. Returns memorial from William Henry Carter, Castlemartin, Kilcullen, County Kildare, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking support for a proposal to cut an opening through the isthmus that separates the bays of Blacksod and Broadhaven at Erris. As a ‘principle landed proprietor’ in the region, he emphasises the benefits that will accrue to fishing, agriculture, maritime and inland trade, local markets and the revenue service, should such an initiative receive government aid. Also comments on the degree of prosperity secured by recent new lines of road communications in the locality, and offers some statistical observations on the region, population growth, new towns, and trade and occupations. |

Refers to earlier ‘unforeseen losses’ and claims to be in full reliance on his son for support, who himself is a half pay lieutenant of the 37th regiment of foot. Recalls long period of army service and time spent under the command of Colonel Mountifort Longfield during the Napoleonic Wars. Reflects that he sacrificed a career in law as an attorney attached to the Court of King’s Bench when he accepted of an army commission. |

Petition of Michael Harrington, [late of Bantry], County Gaol [debtor’s side], Cork, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking release from gaol on grounds of ill health and to provide support to his wife and 5 children. Claims to have been arrested on 2 December 1823 for contempt of the Court of Chancery and complains of a very unpleasant transmission to jail by carriage. Remarks he has served a period of 17 months in jail and continues to be afflicted with an asthma condition. Also alludes to being wrongfully deprived of a property while confined and notes having a favourable opinion on the matter from Richard Pennefather, 4th baron of Irish Court of Exchequer. With certificate written overleaf confirming Harrington’s poor state of health, signed by Richard Maguire, physician and surgeon, Cork City Gaol. Also annotation on back from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office, advising that application for redress be made to the Chancellor of Ireland [Thomas Manners-Sutton, Lord Manners] as the Lord Lieutenant has no power to offer relief. |

Petition of Thomas Leddy, [huxterman], 13 Bride Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting reassessment of his property by the commissioners of valuation. Points out the levy demanded on his property is based on a previous estimation taken ‘a considerable time ago’ and asserts the commissioners take no account of major modification since that period. Explains that the property previously occupied 130 square feet of ground, but has subsequently been converted into two separate tenements. Remarks the area he resides in ‘is not a forth of the original premises’ but he is obliged to pay local taxes of £30 per annum.
