Suggesting the extension of Lord Ellenborough's Act [Malicious Shooting or Stabbing Act 1803] to the crime and enforcement of punishments such as transportation or whipping. Includes annotation [probably from Goulburn] acknowledging the problem but noting that the extension of the act to cover the crime is impossible. |
