File of papers relating to the drafting of rules and regulations for Richmond General Penitentiary. Contains early handwritten draft of the rules and regulations, created following an order issued by Henry Goulburn, then Chief Secretary, on 9 December 1826, heavily edited with annotations by Goulburn; each rule is marked as ‘approved’ by Richard Wellesley, Lord Lieutenant. Also includes: copies of 2 letters from Hill W Rowan, Governor, to Gregory, dated February and March 1827; copy of letter from JS Townsend, James Palmer and [Maj] BB Woodward, [Inspectors General of Prisons], Inspector General’s Office, 41 Leeson Street, [Dublin], to Gregory, relating to the division of catholics and protestants at the prison following a complaint against Rowan [see CSO/RP/1827/427]; letter from Palmer and Woodward, forwarding letter from Rev William Higgins, protestant chaplain of the prison and acting Governor in Rowan’s absence due to ill health [see CSO/RP/1827/658], with covering notes; letter from Palmer and Woodward to William Lamb, Chief Secretary, enclosing letter from Rowan to Lamb returning revised draft of the rules and regulations with his observations, as well as an edited form of undertaking to be issued to prisoners, with covering note by Wellesley.
