Letter from William Murdock, Glaslough, County Monaghan, to Henry Goulburn, Chief Secretary, Dublin Castle, offering observations on control and management of mendicants in Ireland. Remarks on lack of success in containing traveling beggars within parish boundaries through use of license and laments that as well as being carriers of disease, ‘the great evil is that they train up their children to Idleness, Robbery, and every kind of vice’. Recommends establishment of a house of industry in every county with almshouse and school facilities; admission to be instigated through the clergy and church wardens of each parish and confirmed before local magistrates. Proposes financial support for such institutions be apportioned on a proportional basis, subject to the number of inmates from each parish. Annotation on back of letter indicating lack of concurrence by Chief Secretary with suggested measures. |

Requests a sum not exceeding £1,000 to alleviate those in poverty in and around Kanturk and Newmarket, to be applied and laid out in opening short connecting roads between existing lines and recently constructed roads. Remarks on the likelihood of a fruitful harvest and on the general productivity of the rural population in promoting agriculture; also notes widespread enthusiasm for manufacture of coarse linen and its extension in Clonakilty and Skibbereen. Also indicates intention to visit site of new road from Foynes via Askeyton [Askeaton] to the city of Limerick, County Limerick, and to offer employment to the poorer classes on works. |
