SCOPE & CONTENT: |
Letter from Robert Smithwick, Wilton, County Tipperary, magistrate, to Henry Goulburn, Chief Secretary, Dublin Castle, offering defence of conduct and rebuttal of charge against him brought by ‘Burke’ alleging improper and partial behaviour in connection with investigation of a complaint. Observes the issue revolves around an instance of assault at the fair at Abington, in County Limerick, on 27 May, in which members of the Burke family appear to be implicated. Explains that at the fair two men were badly beaten by a mob, ‘McCutchin’, a Protestant from the parish of Newport, County Tipperary, and ‘O’Brien’, a tithe [tythe] valuator, employed under the proctor to Reverend Le Fanu, Church of Ireland rector of Abington. Offers vindication of behaviour following approach by the father of Burke who wished to have his son’s statement taken, and denies that ‘Harty’ was in a state of intoxication when interviewed or that a subsequent interview with O’Brien and McCutchin was undertaken in a covert manner; rejects a later statement given in court by Harty deprecating his conduct as being made at the behest of the Roman Catholic parish priest, who he claims ‘has a long enmity to me’. Also denies showing partiality to Protestants and emphasises his past record in office of magistrate, which duties have included policing of fairs and taking up of illegal arms. Mentions in his defence a number of character witnesses including Baron [Richard] Pennefather, Thomas Lloyd, assistant barrister of County Limerick, and Thomas Goold, 3rd sergeant at law, and others. |

Letter from Henry Townsend, Irish fishery office, Dublin, secretary to commissioners of Irish fisheries, to William Gregory, Under Secretary, Dublin Castle, acknowledging application but declining advance of financial aid towards creation of a new harbour at Portrush, County Antrim, as sought by the Society of the New Plantation in Ulster. Explains their rejection is due to failure by the society to offer a monetary contribution to the proposed project, to the apparent general use to which the harbour might be put and because of the overall cost of the work, which would exceed the ordinary grant allowable by the board under the act, 1 July 1824. Returns letter from J Beresford [recorded by CSO clerk as W Beresford], Coleraine, County Londonderry, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, 15 June 1824, enclosing memorial from the Society of the Governor and Assistants of London of the New Plantation in Ulster, to Wellesley, seeking grant for development of harbour at Portrush from the commissioners of fisheries. Refers to utility of such a facility for the immediate district and its value to the salmon fishery of the River Bann and the off coast whale fishery; also mentions report of Alexander Nimmo, civil engineer overseeing public works in northern district, making recommendation for harbour, signed by R Slade, with embosses paper seal on base of document, 9 April 1824. |

Letter from Major James Palmer, inspector general of prisons, 1 Fitzwilliam Square, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, recommending acceptance of an initial estimate for cost of construction of a new bridewell at Ardee, County Louth, as a second estimate issued under direction of Francis Johnston, architect and inspector of civil buildings, has failed to attract offers from building contractors, 13 July 1824. Encloses letter from Alexander Shekleton, Dundalk, County Louth, secretary to commissioners appointed by the grand jury of County Louth to erect a bridewell at Ardee, reporting that following insertion of advertisements on 3 occasions in the ‘Drogheda News Letter’ and ‘Dublin Correspondent’, no person has come forward to contract for work of erecting bridewell; requests further instruction on manner of proceeding with matter. Encloses example clipping of newspaper advertisement seeking contractor to build new prison, 22 June 1824. Also letter from Lieutenant General Quin John Freeman, Richard French and Robert Gregory, commissioners of Board of Works, Dublin, to Gregory, enclosing copy letter from Francis Johnston to Robert Robinson, assistant secretary, Board of Works, indicating satisfaction with general design for proposed jail but notes the labour costs of the work ‘are generally too high’ and recommends seeking proposals through advertisement to stimulate competition, 28; 29 April 1824. Petition of Mary Sterling, widow of George Sterling, 94 North Kings Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking advance of financial aid to support herself and family of 6. Recounts her husband’s service as seaman in the navy for a period of 13 years and a further 40 years as officer with the Irish excise department. Complains of being deprived of a pension due to a regulation prohibiting receipt of such aid on grounds her husband drew a superannuation payment for a number of years prior to death. Draft reply on back from William H Gregory, Under Secretary of Ireland, Dublin Castle, indicating she must apply to the Board of Excise for pension. |
