SCOPE & CONTENT:

Two calendars of prisoners in the custody of Thomas S Whitney, High Sheriff of County Westmeath, and Philipstown [Daingean] Gaol, King’s County [County Offaly], due for trial during the Lent Assizes 1827, copied by George Gibbs, Deputy Clerk of the Crown. Calendars detail: names of the prisoners; a summary of their crime, including the name of the person who committed them and the date; whether they are in custody or on bail; and the post towns of their corresponding magistrates. Calendar for Westmeath contains 109 names; calendar for Offaly contains 86. Annotations on reverse of Westmeath calendar by Richard Wellesley, Lord Lieutenant, seeking the advice of William Plunket, Attorney General, 4 January 1827; and subsequent legal opinion of Plunket, 8 January 1827. SCOPE & CONTENT:

Memorial of the Grand Jury of County Limerick to Richard Wellesley, Lord Lieutenant, informing him that the provincial inspectors ‘cannot exercise over the Constables all the control that the service requires’, and suggesting that he appoint inspectors for each county. Signed by foreman William Thomas Monsell. Annotation on reverse by Wellesley, stating that he is sensitive to the needs of the men who work to preserve the peace in Limerick, and that he will give ‘the most respectful attention to their suggestions’. Also annotation by William Gregory, Under Secretary, referring a copy of memorial to Henry Goulburn, Chief Secretary.

SCOPE & CONTENT:

Letter from Thomas Orde Lees, prosecretary, General Post Office, to William Gregory, Under Secretary, stating that a mail coach left Dublin for County Wexford on Friday 23 March 1827, and was fired at between Rathdrum and Arklow, and informing him that as a result of the investigations of the Superintendent of Mail Coaches, it was found that the shot was fired by a ‘person who was in charge of Potatoes, but not from any proper motive’. Initialled on reverse by Richard Wellesley, Lord Lieutenant.

SCOPE & CONTENT:

Letter from Alexander McNeile, Ballycastle, [County Derry], to William Gregory, Under Secretary, informing him of ‘serious’ public resistance to the exportation of potatoes from the area, ‘excited by the success of a Mob who have prevented the shipment of Potatoes at Colerain [Coleraine]’. States that he has consulted magistrates John McNeale, and Edmund and Charles [?McGeldoony]. Annotations on reverse by Richard Wellesley, Lord Lieutenant, stating that ‘the export of potatoes (I conclude) is a legal right… it cannot be prevented by the Executive Gov[ernmen]t, except in a case of extreme necessity]’; and by Henry Joy, Solicitor General, stating that Wellesley was correct, and while the Lord Lieutenant of Ireland had prohibited such exports in 1784 and 1793, ‘these prohibitions were followed by an Act of Indemnity’.

Letter from Gregory Haines, Deputy Commissary General, Commissary General’s Office, Dublin, to William Gregory, Under Secretary, relating to amount of £2 16s 0d owed to Edward McGreevy for the transportation of clothing to Doneraile, [County Cork], for use by the peace preservation police. States that such accounts are usually discharged by the police magistrate, and encloses copy of reply he received from Maj [Samson] Carter, Kilmacthomas, [County Waterford], in response to his query as to why this was not done. Also refers to copy of account and certificate by Commissary General [Thomas Popham] Luscombe [neither present].

Lists prices of provisions (bread, beef, mutton, pork, potatoes, oatmeal, flour, wheat, barley, oats, hay and straw) and ‘to shew any variation… [the prices] of the preceding return are marked in red ink’. Most accounts signed by Gregory Haines, Deputy Commissary General, Commissary General’s Office, Dublin.

Letter from Nicholas de la Cherois Crommelin, Carrowdore Castle, Donaghdee, [County Down], to William Gregory, Under Secretary, enclosing both his memorial and a copy of the memorial of the noblemen, gentlemen, landed Proprietors [and members of the Grand Jury of County Antrim], to [Richard] Wellesley, Lord Lieutenant, dated December 1824, seeking aid to build a road between Ballymena, Ballycastle, Ballymoney and Cushendun. Copy of earlier memorial originally containing 28 signatures. Crommelin’s memorial reiterates their request, stating that he had heard of a fund of £100000 to be made available for such purposes. Letter from R Thompson, Annagassan, Castlebellingham, [County Louth], to [Richard Wellesley], Lord Lieutenant, reporting a severe state of distress and famine among the poor in the area, and suggesting that a similar plan be adopted by the government as in 1800 and 1801, whereby Indian corn, Indian meal or rice were imported from Liverpool and similar areas and sold to the poor at cost prices ‘in such small quantities as to prevent monopoly’. Annotation on reverse by William Gregory, Under Secretary, stating that the Lord Lieutenant had no funds available for this purpose, and indicating that a copy of the reply to be sent to Henry Goulburn, Chief Secretary. Also draft reply from Gregory to Thompson indicating same.

Letter from John Power, secretary of the Grand Jury of County Kilkenny, to William Gregory, Under Secretary, enclosing memorial of the Grand Jury and magistrates of County Kilkenny to Richard Wellesley, Lord Lieutenant, requesting that he delay his order for the removal of the usual military guard from the county gaol as no provision had yet been made for its replacement, ‘and said Prison has been attacked from the exterior on two former occasions and prevented by the Military.’ Also requests the reversal of a recent regulation which prohibited military or police escorts in transporting convicts to hulk vessels.
