SCOPE & CONTENT:

Letter from William Holden, Exchequer Bill Loan Office, London, to Francis Leveson Gower, Chief Secretary, enclosing copy of letter he received from Dixon Holmes, clerk to the Limerick and Waterford Railway Company, 12 Bucklersbury, London, stating that the directors of the company feel it necessary to delay the commencement of works on said railway ‘until that Country is more tranquilized’, and requesting that the exchequer will reserve the sum of £45000 allocated for this purpose in 1827. Holden states that the loan commissioners ‘did not consider it proper… to make the reserve required… but treated the Application as withdrawn.’ Annotation on reverse by Leveson Gower.

SCOPE & CONTENT:

Memorial of Eleanor Walsh, currently residing in the House of Industry, [Dublin], to Lt Gen Sir John Byng, Commander in Chief of the Irish army, outlining the extreme poverty and hunger of herself and her family, and seeking the discharge of her husband Oswald Walsh, who has been sentenced to transportation for being an accessory to the murder of their 12 year old son, who ‘got himself Intoxocated from an excess of spirits which he Drank entirely unknown to her husband he being blind he could not know what he was doing he took convulsions and Died’. Memorialist states that she is ‘Twenty Six years his wife and has a right to know his Disposition and heart he being a loving Tender and affectionate Husband a fond father and a good Friend… [he is] suffering in a world of Darkness within the walls of a Prison a Prisoner to God by being blind without now having him now a Prisoner to man’. Covering note indicates memorial was referred to William Gregory, Under Secretary, by Byng. [See also CSO/RP/1829/2120].

Letter from William Gregory, Under Secretary, to [Maj] George Warburton [Inspector General of Police in Connaught], forwarding memorial of Anne Gardiner of Kingsborough, County Sligo, requesting that her son, who has been sentenced to 3 months’ imprisonment and a fine of £50 ‘for using language calculated to provoke Mr Weir a Magistrate to fight a Duel’, be released. Also states that the Lord Lieutenant [Henry Paget] has requested an inquiry be made into the circumstances surrounding his arrest and a report issued in relation to same. Contains subsequent note from Warburton to Thomas Taylor, informing him that Gardiner’s memorial did not accompany Gregory’s letter as stated.

Letter from Rob C Atkinson, 48 Hardwicke Street, [Dublin], to unnamed recipient, requesting free passage to New South Wales [Australia] aboard the next available male convict ship on behalf of a young boy Edward Wall. States his father, Lt Col Charles W Wall was stationed there with the 3rd Regiment of Foot, and has settled there following his retirement. Additional letter from Dr Edward Trevor, [superintendent and medical inspector of convicts], 6 Fitzgibbon Street, stating he has no objection to Atkinson’s request, as well as copy of letter from Francis Leveson Gower, Chief Secretary, to Atkinson, granting permission for same, and informing him that the next ship will sail in about 3 weeks. Letter from [Maj] George Warburton [Inspector General of Police in Connaught], Dublin, to William Gregory, Under Secretary, forwarding letter he received from James Pilkington, Chief Constable and Subinspector for County Mayo, Ballyhaunis, highlighting ‘the unprotected state of the Police at Ballaghadereen [Ballaghaderreen]’, whereby on 19 January 1829, a band of men helped a prisoner to escape from the custody of Subconstable Smith, who was injured as a result. Annotation on reverse giving legal opinion of Richard W Greene.

Letter from Sir John Harvey, Inspector General of Police [for Leinster], Portarlington, [County Laois], to Francis Leveson Gower, Chief Secretary, forwarding letter from Lt George Despard, Chief Constable of Spring Valley [Summerhill], [County Meath], to Capt [John] Henderson, requesting a change in the current arrangement which requires the constabulary horses to escort the post boy daily from Kilcock [County Kildare], to Summerhill. Harvey states that if a man were appointed as the mail carrier for the route, instead of ‘a mere Boy… the necessity of the Constabulary Escort would no longer exist’. Additional letter from Sir Edward [Smith] Lees, secretary to the Irish Post Masters General, General Post Office, [Dublin], to William Gregory, Under Secretary, indicating Postmasters’ General approval of same.
