Letter from [Sir Arthur] Chichester, [MP for Carrickfergus], Belfast, County Antrim, to Henry Goulburn, Chief Secretary, Dublin Castle, stressing his anxiety over a proposed alteration in the laws relating to the exportation of butter from Ireland. Points out the measure, proposed by Sir Henry Parnell, MP for Queen’s County [County Laois; Leix], has attracted strong opposition from the merchants of Belfast and Liverpool and elsewhere in Ireland. Emphasises the depth of concern surrounding the matter and pleads ‘you will not permit his motion to be hastily brought forward’. He also draws attention to the issue of the abolition of the office of weighmaster [proposed under the amendment], for, he points out, the legal right to that appointment in Belfast is considered part of the patronage of the family of George Augustus Chichester, 2nd Marquis of Donegall. Also draft letter from Goulburn to the Earl of Clare [John FitzGibbon], 15 Saville [Savile] Row, London, on the issue indicating he can only place the expressions of opposition to the butter bill before the parliamentary committee for consideration. Letter from Margaret Hitchins, widow, [Dublin], to Henry Goulburn, Chief Secretary, Dublin Castle, seeking issue of a pension from government as a means of support. States her mother has sole responsibility to provide for the family and was advised to write to Alexander Mangin, clerk, Civil Department, Dublin Castle, requesting a post of employment for her brother. If her brother was given a situation, she remarks, he would share his salary with her.

Letter from William Logan, prison inspector, 25 Marlborough Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting the appointment of his son to the church [Church of Ireland] living of Kilmessan, Assey and Balsoon, in the diocese of Meath, now vacant on account of the death of Reverend David C Ingram, 27 December 1825. Also letter from Logan to Goulburn, requesting his son be employed as chaplain to the Four Courts Marshalsea, Dublin, now vacant on account of the removal of Reverend Samuel O’Sullivan to the Royal Hibernian Military School [for soldier’s children], at Phoenix Park, Dublin, 27 January 1826. Also letter from Logan to Goulburn, requesting his son be permitted to succeed to the church living of Dungarvan, County Waterford, lately vacated due to the demise of Reverend William Price, 29 July 1826.

Letter from the Archbishop of Dublin [William Magee], Stephen’s Green, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, expressing his support for the application of Reverend John Hardy to have oversight of the vicarage of Davidstown, County Kildare, in addition to his nearby living of Kilcullen. Remarks that the income from Davidstown is ‘extremely small’ not more than £35 per year and the parish has no church building. [See also descriptions CSO/RP/1825/208 and CSO/RP/1825/861].

Copy of statement from a number of inhabitants of County Kilkenny, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, expressing their appreciation over the exertions of Major [Joseph] Nicholson, chief magistrate of police for the baronies of Ossory in Queen's County, and Galmoy in County Kilkenny, ‘in restoring the peace of this County’. Stresses their admiration for his willingness to change his place of residence to Galmoy, to confront outrage, murder, robbery and other crimes, and to bring the perpetrators to justice. Statement signed by the Earl of Carrick [Somerset Richard Butler], Charles Harward Butler Clarke, MP for Kilkenny, and 23 other persons.

Letter from Dr Edward Trevor, supervisor of convict transportation, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on the removal of two sailors from the convict ship ‘Henry Porcher’ to a brig of war. Recommends the royal navy agent, Mr Mayne, be prevailed upon to provide two replacement seamen in order to prevent disruption to the transportation schedule. Encloses copy letter from John Thompson, [captain, ‘Henry Porcher’], Kingstown harbour [Dunleary; Dún Laoghaire], County Dublin, to Trevor, relaying news of the loss of the two crew members to the brig and requesting the embarkation of convicts be suspended ‘until I have made the necessary representations to the Government here, and to the Admiral’. File of material relating to a complaint by Colonel Edward Wingfield of Ballina over the alleged misconduct of Captain Gardiner, chief constable of police in the barony of Tireragh, County Sligo. Includes letter from Wingfield to Henry Goulburn, Chief Secretary, Dublin Castle, expressing his surprise that the charges made by him against Gardiner were considered by the Lord Lieutenant as being of ‘too general a nature’. Recalls that following the setting up of the new constabulary force in County Sligo, he expressed his serious concern to Major George Warburton [inspector general of police for Connaught] as to ‘the Chief Constable’s opposition to my orders & his constant neglect of duty’. Observes he would have withdrawn his request for further action upon having Gardiner sent to another barony but reveals a ‘fresh attack’ upon his authority has ignited his call for a public investigation, 4 October 1825. Also includes copy of minutes of an investigation of charges preferred by Wingfield against Gardiner, in which it is alleged the chief constable is guilty of ‘Disobedience of orders and disrespectful conduct’, ‘Neglect of duty’, being absent without leave and other manifestations of insubordination. Claims, for example, on a number of Sundays in July 1825, Gardiner failed to alert the district magistrates [Wingfield and Reverend James Burrowes] to an out break of disorder in the area under his jurisdiction; the incident, he stipulates, relates to the area around Culleens, Corbally and Carrahubbuck [Carrowhubbock] where ‘a number of idle and disorderly people collected at unlicensed public Houses and illegally assembled Horse Racing and Ball playing in profanation of the Sabbath’, 24 October 1825.

Letter from Dr Edward Trevor, supervisor of convict transportation, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a receipt from JW Coghill, captain of convict ship 'Mangles', acknowledging embarkation of 190 male convicts for transportation to New South Wales, Australia. Indicates he was given a list by Trevor showing personal details of each convict and also the Lord Lieutenant’s warrant which he will present to the governor of New South Wales [Major General Sir Thomas Makdougall Brisbane]. He confirms that each convict has been supplied with wearing apparel: ‘one cap, one brush, one comb, one towel’ plus ‘thread and needles’. In addition he has taken on board requisites for a ‘School for Convicts on the Voyage’. Countersigned by Christopher Betty [Beatty], keeper of hulk ‘Surprize’, Cove [Cobh], County Cork.

Observes Barry has a considerable family and is in ‘a very distressed state’.
