File of papers concerning an application from Edward Devine, former stamper, Newtown, Tullamore, King’s County [County Offaly], seeking restoration to office or a measure of relief. Includes letter from William Gore, John Trench and Edward Glascock, commissioners of stamps, stamp office, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, reporting on their suspension of Devine ‘for repeated absence, under pretence of sickness’ and for excessive alcohol consumption while on duty. Recommends the permanent removal of Devine and the appointment of a successor to take his place, 16 November 1821. Also includes letter from Devine to Henry Goulburn, Chief Secretary, Dublin Castle, seeking restoration to his former post in the stamp office or another situation under government. Complains of unfair treatment at the hands of Gore and for being dismissed from office ‘for taking a Drop a Drink’. Also alludes to past service of the king and expressed concern for the welfare of his own family, 25 October 1825. SCOPE & CONTENT:

Letter from John Charles Herries, joint secretary to the Lords Commissioners of the Treasury, [London], to Henry Goulburn, Chief Secretary, Dublin Castle, indicating a monetary deduction made on the salary of the accountant general [Court of Exchequer] by the Vice Treasurer of Ireland is improper and not warranted in law. States he will make communication with the Vice Treasurer to direct that all salaries and allowances be paid ‘free of all deductions’, 20 December 1824. Enclosed letter from John O'Neill, accountant general, Court of Exchequer Ireland, 8 Leinster Street, Dublin, to [Goulburn], complaining that a stoppage of £4 per year is made from his salary by the Vice Treasurer’s office. Insists the act [for the regulation of remuneration paid to officers of the court] does not authorize any such interference with his income and arises from ‘some misapprehension of the Law without the sanction of Government’ on their part, 23 October 1824. Also encloses an extract from the 4th act of George IV, chapter 70, with section underlined to emphasise the accountant general’s salary is to be ‘free and clear of all deductions whatsoever for Pells, Poundage, or otherwise’. Also returns letter from Lieutenant Colonel William Blacker, deputy Vice Treasurer, to Goulburn, stressing the deductions made on the salary of the accountant general are in line with a minute issued by the Lords of the Treasury. Claims that where deductions have been allowed by act of Parliament ‘such exemption has never been understood to extend or have ant reference to the fees legally payable to the Auditor General’, 5 November 1824.

SCOPE & CONTENT:

Letter from William Newman, sovereign of Kinsale, Kinsale, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, calling attention to the new act of uniformity for weights and measures and requesting a model and copy of the new standards be transmitted for his use. Stresses the immediate needs of the town ‘as reference to standard weights and measures is very frequently necessary as well for the use of the Inhabitants as of the different army & Navy Contractors here’. Also additional letter from Newman to Goulburn, referring to earlier advice given during an audience to make application for a verified set of standards to the Lords of the Treasury in London. Requests to learn if a favourable response has been received from the them or whether an amendment to the act may be necessary to permit a charge on the county or town to defray the cost of obtaining the standards.

Complains he was arrested for debt and is confined for 6 weeks past in prison. Expresses anxiety that his small military pension of 2s 6d per day is not sufficient to provide for his family. Refers also to an earlier application to government for assistance [likely employment] which had the sanction of Robert Edward King, 1st viscount Lorton.

Petition of Anne Kane, spinster, Kye, Elphin, County Roscommon, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, alleging she is denied justice and seeking the arrest of Patrick Dowd, farmer of Commeen, on a charge of rape against her perpetrated on the morning of 30th of November. States she lodged information on the incident with Owen Lloyd, magistrate of Rockville, who passed his warrant to Sergeant Douglass; complains that some days later Lloyd retrieved and ‘burned the warrant’ apparently at the behest of Reverend Patrick Blighe, [Roman Catholic] parish priest of Creeve. Requests in a nota bene below permission to have her information taken by John Corry and Thomas Corry, magistrates.

SCOPE & CONTENT:

Letter from Robert Plampin, vice admiral, Admiralty House, Cove [Cobh], County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, proposing that old Irish silver coinage might be conveyed by the navy through the main coastal harbours by sea to Dublin. Such an arrangement, he remarks, would at once be less expense and more secure than carriage by land, and would afford the seamen based at Cork an opportunity of earning some remuneration in the process. Annotation on base from the CSO states the transfer of currency in Ireland is entirely under the control of the treasury of England so no sanction can be given for naval involvement.
