Letter from Patrick O'Connor, Roscommon, County Roscommon, tobacco manufacturer, to [Chief Secretary's Office, Dublin Castle], complaining of a fine of £60 levied against him 'for not having bills of papers affixed to each of twelve parcels of Tobacco', detailing their individual weights, despite being told by a local inspector of Athlone district, that separate labels were not necessary. Emphasises that there was no intent to defraud the revenue, and details his efforts to appeal to the board of excise; requests government interference, 31 July 1823. Also note from John Noble Talbot, clerk in excise office, Dublin, to Edward Hardman, secretary to the commissioners of excise, reporting the recommendation of the board of excise that the fine be reduced to £10, 4 August 1823.

States he receives a salary of £80, with the prospect of only £180 upon either the death or removal of 10 people above him in the office, whereas if he had been appointed to the secretary’s office, he would have received a salary of £100 with a prospect of £300. Highlights that a vacancy has since arisen in the secretary’s office, following the suspension of John Noble Talbot. Also covering note with annotations.
