Declaration signed by six constables stationed at New Ross, [County Wexford], refuting accusations of fraud and partiality made in an anonymous letter against their chief constable, Mr Townsend. Also covering letter from Edward Synge Townsend, to William Ball, Acting Local Inspector of County Wexford. Also letter signed ‘JC Police Constable’, New Ross, addressed to William Lamb, Chief Secretary, claiming that Townsend has retained a portion of the lodging allowance for his own use while his men were forced to live ‘like pigs in a stye’. Also letter from Ball, Wexford, to John Harvey, Inspector General, 9 Ely Place, [Dublin], reporting on his investigation. Also letter from Harvey, to William Gregory, Under Secretary, stating that the accusations have proved to be groundless. |

SCOPE & CONTENT: |
Letters from John D’Arcy [Darcy], Clifden Castle, [County Galway], to William Gregory, Under Secretary, seeking government intervention to ensure that the uncompleted pier at Clifden is constructed; drawing attention to the inadequacy of the coast road; blaming the Grand Jury for not granting presentments for the old lines of road in consequence of the grants made by government; noting that in 1822 he made an offer to the Fishery Board to pay half of the costs of building the pier, as specified by Alexander Nimmo, engineer and commenced by Mr Hay, architect but adding that government had instead agreed to provide funding. Also letters from Nimmo, London and Limerick, to Gregory, noting that the cost of the pier increased due to a change in the plans made by D’Arcy; enclosing a report of the state of the roads by Daniel Mackin and a watercolour sketch of the roads in the barony of Ballynahinch [both extant]; noting that he has deferred making repairs to existing roads until the whole of the system is opened. Also letter from H Townsend, Irish Fishery Office, [Dublin], to Gregory, claiming that D’Arcy failed to complete the works on the pier in the time frame specified in his 1822 contract and that they therefore have not released the balance of funds in their possession. |

SCOPE & CONTENT: |
Copy of report by John Killaly, civil engineer, Tullamore, [Kings County or County Offaly] on the construction of piers of Belmullet, Sleen and Blacksod in County Mayo, at the behest of the Commissioners of the Irish Fisheries. Explaining the reasons behind the non-ideal choice of location of the piers including Belmullet pier which was insisted on by Mr Cater, the proprietor of the town who refused to contribute to the works. Enclosing a map [extant] of Blacksod Bay depicting location of roads, settlements, piers, a signal tower and Bingham Castle, sketched by Killaly from a map prepared by Capt Nugent, to the scale of two inches to one mile. Also copy of letter from Killaly, to Henry Townsend, suggesting that no more money be spent on Saleen pier as it may prove to be of little value to the public. Also covering letter from Townsend, Irish Fishery Office, to William Gregory, Under Secretary, noting that the funds available to the commissioners are totally insufficient and that when gentlemen object to the location of such works they should be aware that no contributions have been made by local individuals. Also draft letter from Gregory, to unspecified recipient, concluding that the ‘excuses made for road sites are very unsatisfactory’ and should revised. |

Letters from William Miller, [Inspector General of Police], Clonmel, [County Tipperary], to Francis Leveson Gower, Chief Secretary, seeking remittance of money to defray the expenditure of building two police barracks at Glencolloo and Upper Church in County Tipperary. Also copy of memorandum by [Henry Prittie, 2nd Baron] Dunalley, Kilboy, [County Tipperary], agreeing to the lease of Knockderig Barrack, Glancolloo and enclosing a plan of the building at a scale of 20 feet to 1 inch noting its location in relation to the roads to Silvermines, Dolla and Newport. Also letter from Henry Townsend, Chief Constable, Ennistymon, [County Clare], to Maj Warburton, Inspector General of Police, noting that the police at Doolin, [County Clare] are forced to reside in a miserable thatched cottage, which is susceptible to being burnt down by Rockites and noting that Francis McNamara of Aranview has proposed that he would erect a slated house for their accommodation provided government provide funding of £50; includes endorsement of Tomkins [B?]. File of documents concerning a dispute between Sergeant Thomas Burke and St George Browne, Chief Constable, both of the Kilkenny Constabulary, involving counter claims which were heard before magistrates at [Kilmoganny, County Kilkenny]. Includes letter from Burke, Higginstown, to Col John Harvey, Inspector General, requesting additional time to submit documentation. Also copy of letter from Burke, to Capt Urquhart, laying out his charges against Brown for ‘use of threats’, preventing a clergyman from attending him while he was ill and for ‘partiality in the Execution of his Duty.’ Also letter from BC Urquhart, Kilkenny, to Harvey, stating that Burke had been charged with irregular conduct by Brown and that he in turn produced charges against his superior ‘as a set off’; warning against the authority of chief constables being challenged by their men. Also letters from Browne, Rosbercon and Kilmoganny, [County Kilkenny], to Harvey, giving an account of the case and disputed timeline for the swearing of affidavits; noting the difficulty he had in making witnesses testify; drawing attention to the false evidence given by Mr Devereux, sub constable and one of Burke’s party and questioning if this man should remain in the force. Memorial signed by four representatives of the Guild and Fraternity of Fishermen of Carrickfergus, [County Antrim], to Henry William Paget, Lord Lieutenant, complaining that the Commissioner of Fisheries of Ireland have initiated legal proceedings to enforce repayment of a promissory note given to them in order to fit out their boats for fishing herring and have also publically posted their names thereby destroying their credit rating.
