Letter from Anthony Hutchins, magistrate, Ardnagashel, near Bantry, County Cork, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, Westminster, London, offering observations on causes of instability in Irish society. Concludes the upper classes have failed in their responsibilities to the lower orders, providing neither a fair measure of justice nor general employment; in such circumstances there is ‘still the strongest necessity for continuing the Insurrection Act’. Traces much of social disquiet to factors such as corrupt use of public money in grand jury presentments and to an unfair administration of the law in tithe cases; advocates that legal consideration of tithe cases be conducted by assistant barristers at general sessions rather than by local magistrates. Observes should modification be made to the tithe or to status of church property ‘it will probably tend to the decline of the Protestant Religion in Ireland’. Offers assistance to government on necessary measures to bring stability to Irish society.

Report on the southern district of Ireland with details of work carried on at public expense during the year 1823 on roads in counties Limerick, Cork and Kerry, by Richard Griffiths, civil engineer. Provides full commentary on work and emphasises its value for extension of both law and order, and peace and tranquillity. Details work on various lines of communication, for example the Listowel to Newmarket road, the Castle Island to Newcastle road, the Newcastle to Charleville road, the Macroom to Glenflesk road, the Skibbereen to Crookhaven road, the Clonakilty to Ring road, the Timoleague to Courtmacsherry road, the Bantry to Skibbereen road, and work on the new entrance to town of Bandon; also mentions the proposed Bogra road and the road from Bantry to Kenmare. Refers to resistance of local peasantry to being employed by piece, they ‘wished to be employed by the day, and to do as little work as possible’. Detects signs of social improvement amongst the population who through participation in the public works have been elevated above ‘the wretched and desponding state to which they had been reduced by the effects of the Whiteboy warfare of the winter of 1821 (in which they were all engaged) and the dreadful famine of the spring and summer of 1822’. Petition of the superintending committee of the Bantry Poor School, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of funds to aid purchase of books and requisites for use of their teaching establishment. Conveys they have a school house for use of the Roman Catholic children of the neighbourhood, which was established primarily upon funds given by bequest from Reverend Daniel A Croly [Crolly], late parish priest of Bantry. Salaries of the school master and mistress are ‘paid from the half penny collection at the Chapel door’ in addition to some local subscriptions. Protests they cannot accept assistance from Protestant societies advocating use of scriptures ‘without note or comment’ since such is contrary to dogma and perceived to be part of a ‘proselytizing scheme’. Petition signed by Reverend Thomas Barry, parish priest and 5 other persons. With draft reply annotated on base indicating the Lord Lieutenant has no funds for the purpose envisaged. Aid may only be obtained from those societies who are concerned with the education of the poor of Ireland. [Contains list of names not given in this description]

Alludes to the services given to the crown by his late father William Hull, who acted as magistrate in the neighbourhood for 22 years, and was especially effective during the disturbances of 1821 and 1822. Recalls also his own exertions as assistant to his father and claims to have been ‘frequently instrumental in the apprehension of some of the most desperate Characters’. Indicates that the plans have passed both the spring and summer county assizes of 1824 and have the consent of Major Benjamin Blake Woodward, inspector general of prisons in Ireland. Conveys that presentments have been obtained for building session houses with bridewells attached in the towns of Mallow, Middleton, Kanturk, Macroom, Bantry, Skibbereen and Clonakilty; and that it is proposed to erect individual bridewells in the towns of Charleville, Dunmanway and Bandon.
