Remarks another baronial constable, John Cronin, is willing to make an exchange with him. Encloses a certificate from the magistrates of the baronies of Glanarought and Dunkerron, County Kerry, addressed to Major [Richard] Willcocks, general superintendent of police, expressing support for Sullivan’s application to be posted to Kenmare. Signed by Reverend William Godfrey, Church of Ireland rector of Kenmare, Captain Richard Mahony, commander of the yeomanry cops [Kerry], Lieutenant James Hickson and Reverend Denis Mahony, a Church of Ireland clergyman.

Report by Richard Griffith on public works undertaken in the southern district of Ireland in the year 1824

SCOPE & CONTENT:

Report on the southern district of Ireland with details of work carried on at public expense during the year 1824 on roads and bridges in counties Cork, Limerick, and Kerry, by Richard Griffiths, civil engineer [southern district], Dublin. Remarks upon extent of work and stresses its economic and social value: ‘new houses of a better description are built, farms are drained, and in many cases manured with lime drawn from a distance’. Comments favourable on improvements in Newmarket and at Kanturk where the old distillery has been renovated, houses constructed and an inn built. Discusses some difficulties in executing the work, such as giving a fair allocation of employment to the labouring classes, plus the issue of procuring suitable stone. Refers to progress of principle lines of road from Newmarket to Listowel, from Newmarket to Charleville, and from Newcastle to Castleisland, and suggests propriety of making a forth line between Castleisland and Newmarket, Kanturk and Dromagh. Also comments on work undertaken on the road from Macroom to Glenflesk, the road through the Bogra Mountains, the road from Bantry to Skibbereen, the road from Limerick to Tralee, and the road through the vale of Arraglyn [Araglyn]; also mentions work in his district being completed by private contractors: the road from Castletown via Berehaven to Glengarriff, the road from Killarney to Kenmare, the road from Tralee to Dingle, plus work on the bridge over River Feale at Listowel. Incorporates at back of report an ‘Estimate of the Expense of completing the several Works that have been commenced in the Southern District under the 3rd George the 4th Chapter 34’.

Petition of Thomas Connor, sub constable of police [barony of Iraghticonnor], Tarbert, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting transfer from the town of Tarbert to that of Dingle, in the barony of Corkaguiny, in order to be close to his elderly mother. Claims his late father acted in the old constabulary police [barony of Glanarought] and his brother, who succeeded his father in the force, was killed in an accidental fall ‘from off a cliff’ whilst ‘in pursuit of two murderers’. Asks that an answer to his petition be sent to John Church, magistrate of Listowel, County Kerry. Also second memorial from Connor to Wellesley, drawing attention again to the poor health of his mother and requesting a response to his application for transfer to Dingle.

States his father, James Williams, served as baronial constable for a period of 30 years until retirement, and he continued after him for a space of about 10 years. Claims while on duty, he ‘lost the sight of one of his eyes’ and was deemed unfit for further service in the present police establishment. Refers to previous memorial for aid from government and states certificates in his favour can be acquired from local magistrates.

Letter from Richard Willcocks, inspector general of police, Palmerston, County Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, indicating he has advised that arrears of salary withheld from police constable Daniel Cronin of County Kerry, on account of a discrepancy over his application for leave of absence, be paid in full. Returns memorial from Cronin, Ballybunnion, near Listowel, barony of Irraghticonnor, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking payment of outstanding salary arrears accrued during his leave of absence, which, he claims, were stopped by [Burton Persse] Lambert, his chief constable. Asserts he made an official application for leave from police duties to John Raymond, magistrate of County Kerry, in order to visit his place of origin [Clonants] near the county boundary with Cork.

SCOPE & CONTENT:

Petition of Maurice Ready, Listowel, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking extension of remuneration following an attack that resulted in disability. Explains in September 1824 he travelled to the parish of Kildimo, barony of Kenry, County Limerick, in order to earn some money to support his family. While there, he was attacked by a group of ‘incendiaries’ and sustained much physical hurt including broken ribs; for a period following the attack, he claims to have been ‘both Dumb & blind’. Complains the perpetrators were not convicted by the court under Edward Fitzgerald, magistrate, and laments some time later, on 16 April 1825, his eldest son was accused of being the ‘son of a spy’ and had his leg broken in an assault in the town of Askeaton, County Limerick.

SCOPE & CONTENT:

Petition of James Harding, formally governor of the castle of Listowel, Gunsborough, near Ballylongford, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, acknowledging receipt of sum of £3 from government and seeking a further advance of £6 to buy linen thread to sustain himself and family. Provides an extended account of past misfortunes, in particular, the means under which he was ‘illegally dispossessed’ of the castle by John Church, magistrate of Listowel, and also subjected to cruel treatment at the hands of Sir Vere Hunt, who had him confined for a period of 18 months. Claims on account of his loss and mistreatment, he was granted compensation of £800 plus £20 per year for life by John Jeffreys Pratt, 1st Marquis Camden, but was deprived of all through ‘the influence of interest’. Complains he lost his house and garden and has no where to work his looms. Repeats claim to compensation for past losses and asks for reinstatement to Listowel Castle.
