Letter from Heyward St Leger, Chester, England, magistrate of County Cork, to Henry Goulburn, Chief Secretary of Ireland, at Irish Office, London, reporting news of 'a fresh instance' of Whiteboyism in the south of Ireland, and referring to its organised system and his fears that he will be unable to obtain rents from several tenants. Refers to outrages committed on Heyward's lands at Heyward's Hill, County Cork, and to a threatening notice signed by 'Captain Rock' recently posted at a chapel near Spring Hill, also part of Heyward's estate; Heyward includes a transcription of the notice in his letter. Also refers to outrages committed against Lord Listowel's adjacent estates. Heyward emphasises that, 'The consequence of my not getting my rents will be ruinous to me and a large family'. Urges government to enact martial law and increased military presence to quell the 'rebellious proceedings'. Also requests that government create a fund to compensate 'loyal' landowners who can obtain no returns from their property as a result of the disturbances, 12 May 1823; with subsequent annotation on reverse of letter by Goulburn. Statement prepared by Richard Griffith, on the public works schemes in the southern district of Ireland, commenced by order of the Lord Lieutenant of Ireland, 'in which considerable progress has been made…': these works are a road from Charleville and Newmarket, County Cork; and one from Skibbereen to Crookhaven, County Cork. Also a statement on works commenced 'but in which little progress has been made': the road between Newmarket and Abbeyfeale, County Limerick; and the road between Castleisland, County Kerry, and Newcastle, County Limerick. Includes a breakdown of the funding arrangements for each road, stating the total sums required to complete them. Also contains a note on Griffith's recommendations for work that ought to be commenced in the district, including a bridge over the River Feale at Listowel, County Kerry; a road from Macroom, County Cork, to Glenflesk, County Kerry, and a road from the vale of Arraglin [Araglin], County Cork, with the estimated cost of each.
