Outline plan for employment of poor in Ireland, via large scale drainage scheme. Proposes that all waste land in Ireland be purchased, drained, and made fit for ploughing or pasture, and offered for lease, free of tithe. Also includes proposals concerning land tax, and provision that remaining income from reclaimed land be used for maintenance of 'retired' Roman Catholic and Presbyterian clergy. Its conclusion notes, 'Should the Bench of Bishops object to any interference with Tithes, let them reflect upon the opinions expressed upon that subject by Dr Woodward the late Bishop of Cloyne', and quotes Woodward's words that tithes ' "operate like a tax upon Industry…and are in truth a very troublesome species of property" '.
