Petition of John Perry, president, Trustees of Mullaghinch School, parish of Adhadowey, County Londonderry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, providing a detailed outline of plans for a military training academy in the vicinity which will cost an estimated £400 to erect; also discusses the application of some military strategies and tactics and emphasises the overall value of war training. Seeks assistance in securing the integrity of trustees of the school and in the perfection of the deeds of legal ownership; he refers also to local opposition to the establishment of a female school. Also memorial from Perry to Henry Goulburn, Chief Secretary, Dublin Castle, reiterating the value of the proposed military academy. He offers some general remarks upon Presbyterian polity, in particular he denounces the payment through public funds of their clergy and complains of their charges for religious duties and ordinances. Letter from Thomas Sherrard and David Henry Sherrard, clerks and surveyors, commissioners for making wide and convenient streets in the city of Dublin, Blessington Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on delay in business surrounding purchase of meeting house from congregation of [Presbyterian] Seceders, situated at Mass Lane [Chancery Place], Dublin. Indicates that past delay was due to absence of legal counsel whose sanction was required on title, but they now only await a final date for completion of the transaction from the trustees of the congregation. Also letter from Reverend David Stuart, minister, of Mass Lane congregation, 1 Florinda Place, Dublin, to the Chief Secretary’s Office, Dublin Castle, complaining of impediments in conveyance of property at Mass Lane to the commissioners of wide streets. Expresses hope that a new place of worship might be constructed on Lower Abbey Street before onset of winter; also remarks that in lamenting over loss of time in person at the commissioners’ office ‘we were insulted by Mr [William] Darley, and nearly turned out of his office’, countersigned by John Clark, elder and trustee.

Letter from John Stuart, Lismoyle, County Londonderry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining that his minister, Reverend Adam Boyle, of Bovedy Presbyterian Church, has refused to baptise his child. Suggests Boyle’s refusal to perform this duty is connected to his own failure to pay a regular stipend and also alleges a link to his personal exertions in suppression of smuggling and illicit alcohol production. Request a communication on the matter be directed to Richard Hunter, excise collector, Coleraine.

Letter from John Charles Herries, joint secretary, Treasury Chambers, Whitehall, London, to Henry Goulburn, Chief Secretary, Dublin Castle, conveying notice of decision to refuse claim of Messrs Reid and Leckie, Dublin, in connection with a drawback of duties on a shipment of calico cloth from England. Emphasises the ever present danger of fraud surrounding drawbacks, and stresses need for consistent application of excise regulations, 9 October 1824. Encloses copy report of the Excise Board, London, to the lords commissioners of treasury, on application for drawback of duties by Gerald Atkinson of Liverpool, England, for a consignment of printed calico destined for Dublin in the ship ‘Irene’. Observes that the exporter failed to provide the required notice to facilitate examination by excise officers, as well as formal security for the shipment of goods. Concludes that as official regulations have not been complied with, the application must be refused, signed by Francis H Doyle, Richard Dawkins, William Plunkett and Augustine Phipps, 3 July 1824. Letter from Reverend H Nash, Moyle House, Church of Ireland rector of Ardtragh, County Tyrone, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking advice over resistance to collection of church rates and in particular to exploitation of a deficiency in the law. Warns the means used in frustrating collection of cess will be resorted to in other parishes, for such action cannot be prevented by the late act of Parliament. Seeks attention of Henry Goulburn, Chief Secretary of Ireland, to issue and hopes for resolution through a legislative enactment. Refers to previously amicable terms between the established church and local Presbyterians and Roman Catholics in the parish.
