File of papers concerning request of Edwin Thrackston, St. Mary's, Isles of Scilly, to be employed in the improvement of the Irish fisheries. Includes letter from William Le Poer Trench, custom house Dublin, secretary to the commissioners of customs, to William Gregory, Under Secretary, Dublin Castle, 24 February 1823, enclosing 2 letters from Thrackston, to Trench, concerning Thrackston's work in establishing a successful fishery on the Scilly Isles, and expressing his wish to be employed in a similar way on the Irish coast, 6 December 1822; 23 January 1823. Also encloses Thrackston's statement 'On the advantages to be derived to the Country, and the poor Inhabitants of the Scilly Islands, by increasing the fishing Establishment, now carrying on, on a small scale, at the Island of Tresco, Scilly, by Edwin Thrackston, agent to an association of Noblemen and Gentlemen, established in London for the relief of the off Islands of Scilly [sic]'; this statement is arranged as a serious of questions and answers concerning work to improve and enlarge the Scilly fishery, the sums of money expended, numbers of locals employed, quantities of different types of fish caught, and revenue generated [1822]. Trench also encloses a letter of reply received from Henry Townsend, Irish fishery office, Dublin, secretary to the commissioners of Irish fisheries, concerning Thrackston's wish for employment, and referring him to the Irish government, 13 February 1823. File also includes letter from Townsend to Gregory, reporting, as requested, the opinion of the board of fisheries relative to Thrackston's papers, and recommending that the government, 'could not appoint a more proper person to an Inspectorship in the Irish Fisheries…', 13 March 1823.

Papers concerning impact on poor fishermen of failure of board of fisheries to attend to its business

SCOPE & CONTENT:

Petition of Matthew Russell, Newry, County Down, rope and sail maker, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning the delay in paying the fishing bounty to the poor fishermen of Newry and neighbouring ports, due to, 'a sufficient number of the Commissioners not attending so as to form a Board' to decide on the applications. Petition states that, as a result, the fishermen are unable to pay their debts to Russell for fitting out their vessels. Urges the board of fisheries to reach a decision, 7 March 1823. Also letter from anonymous writer styled 'Justice', to the commissioners of fisheries, complaining that the fishermen cannot pay their accounts, and warning that the conduct of the fisheries board will be infamous, 13 February 1823. Also letter from Henry Townsend, Irish fishery office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, stating that the complaints made in both papers, 'are too well founded' and emphasising the need to address the problem of the lack of attendance of certain commissioners, 27 March 1823.

SCOPE & CONTENT:

Petition of Edward Kelly, keeper of Gort bridewell, County Galway, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, detailing his services as a barony constable in the area, including his actions against the Ribbonmen. Complains of injustice of charges against him for charging jail fees for a prisoner's release, and of the conduct of the grand jury against him. Details his case, and requests government redress. Annotation on reverse, by William Gregory, Under Secretary, referring the matter to Mr Townsend, with annotation in reply, by John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, Dublin Castle, 7 April 1823.

File of papers relating to release of money from the treasurer of County Antrim, to the Belfast Fever Hospital and Dispensary. File contains a letter from Thomas Verner, Belfast, sovereign of Belfast and vice president of the Fever Hospital, to Henry Goulburn, Chief Secretary, Dublin Castle, 6 April 1823, enclosing letter from John Barnett, treasurer to the Fever Hospital, to Verner, complaining of the conduct of Henry Irvine Stuart, treasurer of County Antrim, in refusing to forward funds to the hospital, presented at the last assizes; comments that, 'it strikes me nothing but a desire to hold it for the purpose of making a little Interest till next Assizes, prevents his paying', 6 April 1823. Barnett encloses a letter to be forwarded to Goulburn, detailing the case, and requesting government intervention, 7 April 1823. Barnett also encloses a letter received from Stuart, Carrickfergus, County Antrim, stating the reason for his holding back the money, 3 April 1823. These papers include a subsequent annotation by John Sealy Townsend, KC, and legal advisor to the Chief Secretary's Office, stating his opinion of the case, 8 April 1823. Letter from William Durdin, Huntingdon, Clonegal [Clonegall], County Carlow, farmer, to William Gregory, Under Secretary, Dublin Castle, 14 April 1823, enclosing petition of Durdin to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of injustice of inconsistencies in the rate of county cess payable by farmers. Notes that he pays 'four times by the Acre more County Cess than the adjoining town lands', although the land 'is not superior in quality'.
