Letter from William Kingsley, Roscrea, County Tipperary, surgeon, to Henry Goulburn, Chief Secretary, Dublin Castle, expressing his concern on 2 subjects: the 'enormous price' of books in Ireland; and the lack of legislation to grant payment to surgeons for attendance at inquests and assizes when summoned as witnesses. On the former, he recommends removing duty on books, whereby, 'you would most effectually diffuse education amongst the poor families', 10 April 1823. SCOPE & CONTENT:

Copy of letter from Alexander Nimmo, Dublin, civil engineer, to Chief Secretary's Office, Dublin Castle, 5 July 1823, reporting on the proposed pier near Greencastle, County Donegal, at the mouth of Lough Foyle, and submitting his opinion on the work required for its construction. Emphasises the benefits of such a pier, as, 'from the total want of shelter the valuable Fishery off this Coast can only be pursued by Trawls of such a light construction as to admit of being drawn up on the Land'. Advises that the location is, '…extremely well adapted for the formation of a Maratime [sic] Village'..', 20 January 1823; report accompanied by copy of Nimmo's itemised estimate of the expense of constructing the boat harbour at Greencastle. Also letter from Henry Townsend, secretary to commissioners of Irish fisheries, to Goulburn, concerning a meeting with Goulburn, concerning the 'expediency of erecting a Fishery Pier' at Greencastle, 20 January 1823.

Petition of William Feeney, County Galway, complaining of losses following new road built through his farm

SCOPE & CONTENT:

Petition of William Feeney, Goortidoo [Gortadooey], parish of Claregalway, County Galway, to Henry Goulburn, Chief Secretary, Dublin Castle, complaining of the loss of part of his small farm, from a road being driven through it, as part of public works for the employment of the poor organised by James Blake. Requests compensation as he is 'unable to pay his Rent' and is 'utterly Ruined', 15 April 1823; annotation on reverse, of opinion of John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, Dublin Castle, 21 April 1823. Also letter from Blake, Waterdale, County Galway, to Chief Secretary's Office, Dublin Castle, responding, as requested, concerning the complaints made in Feeney's petition. Details the case, referring to the construction of roads in the area from funds granted for the relief of the poor and emphasising the benefits of the work. On Feeney's conduct, he comments that, 'I am quite confident not one shilling of Injury was suffered nor any hardship Imposed but that it is a trick to humbug His Excellency out of money', 25 April 1823.

Letters from 2nd baron Waterpark, County Tipperary, requesting clarification of jurisdiction of new police constables respecting tithes

SCOPE & CONTENT:

Letter from Richard Cavendish, 2nd baron Waterpark, Cahir [Caher], County Tipperary, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting clarification on section 9 of the Appointment of Constables (Ireland) Act 1822, and asking whether magistrates' warrants directed to constables, extend to tithe warrants. With subsequent annotation on reverse, of opinion of John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, 9 April 1823. It also contains a second annotation by Townsend, dated 12 May 1823, in reply to a further letter from Waterpark to William Gregory, Under Secretary, on the subject, dated 30 April 1823, in which he notes, that the act, '….will not answer the Purpose of the Clergy. They want their tithes, and not Punishment for the assault on their Proctors. What I wish to know is whether the new Constables are to execute the Magistrates' Warrants to enable the Clergy to collect their tithes'. Waterpark also emphasises his opposition to proposals to abolish the bridewell at Cahir, noting its 'essential' service to the area; and refers to the case of David Hennessy, under sentence of transportation, and held in Clonmel jail, County Tipperary.

File of papers relating to the complaints of church wardens in Dublin parishes, concerning amended legislation governing the admission of abandoned children from Dublin church parishes, into the Foundling Hospital, Dublin. File includes letter from Thomas Mullholland, 61 Pill Lane [Chancery Street], Dublin, church warden of parish of St. Michan's Dublin, to William Gregory, Under Secretary, Dublin Castle, 23 March 1823, enclosing petition of the church wardens of Dublin city, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning the problem with legislation to convene vestries for the appointment of overseers from each parish, to organise the levy of money from their respective parishes, to pay the £5 admission fee for every child sent to the Foundling Hospital. Requests that this admission fee be waived until the next vestry meetings in June. File also includes memorandum detailing the various legislation relating to the hospital, including 3 Geo IV chapter 3 (1822), stating that each parish must pay £5 for every child admitted, and the extension of this law to the parishes of Dublin city from January 1823. File also contains statement by John McDonald, detailing the cases of children abandoned recently in the parish of St. Audeon's Dublin, 13 May 1823. File also includes letter from Sir Charles William Flint, resident under secretary of Irish Office, London, to William Gregory, Under Secretary, Dublin Castle, 23 May 1823, enclosing a memorandum by Henry Goulburn, Chief Secretary, on the subject, stating that 'It was impossible not to anticipate much temporary inconvenience from limiting the hitherto indiscriminate admission of Children into the Foundling Hospital' [May 1823].
