Statement of observations concerning overseers appointed by Dublin parishes to assess the city for maintenance of deserted children |
SCOPE & CONTENT: |
Statement of observations concerning the legislation passed relative to the appointment of overseers by each Dublin city parish to assess the city for the support and maintenance of deserted infants, chiefly to pay the £5 admission fee required to admit each child to the Foundling Hospital, Dublin. In particular, refers to problems arising at a recent meeting of overseers from several parishes, and requests clarification and guidance on several matters that have arisen in respect of the legislation: these include the failure of some parishes to hold a vestry and elect overseers to represent them; the ambiguity concerning parishes falling between both Dublin city and Dublin county jurisdiction, where differing legislation applies; the source of funds for meeting the practical expenses of carrying out the assessments; concern at the overseers' responsibility to assess the value of homes in the city in order to assess the ability of inhabitants to contribute to the provision; and the difficulty posed for those parishes in raising funds, where a considerable number of households have been declared insolvent. Petition of James Watts, County Antrim jail, Carrickfergus, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning his imprisonment in County Antrim jail, following his dismissal from his post as keeper of the jail in February 1822; attributes this to the 'malice' of William Stewart, the jail's former inspector, and makes several charges of misconduct against Stewart. Watts requests a government investigation of his case, 5 June 1823. Encloses copy of his petition to the board of superintendence of the jail, detailing the circumstances of his dismissal and imprisonment, and requesting an investigation of his case, May 1823.
