Petition of John Kelegher [also spelt Keleher], Cork jail, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining at his ongoing confinement in Cork jail, and at the conduct of Robert Hedges Eyre, magistrate of County Cork against him, in relation to an attack on the home of Reverend Robert Kirchoffer; Keleher annexes a list of the names of 14 individuals who were involved in the attack [subsequent annotation indicates petition was received 30 August 1823]. Also letter from Major Samson Carter, Dublin, chief police magistrate, to Henry Goulburn, Chief Secretary, Dublin Castle, responding, as requested, to Kelegher's complaints, 13 September 1823, and enclosing a letter from Eyre, Macroom Castle, County Cork, to Carter, Doneraile, County Cork, reporting on Kelegher's case, and stating that he is an 'infamous' and 'dangerous fellow', 5 September 1823. Petition of Michael Brew senior, Leadmore, near Kilrush, County Clare, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, detailing his complaints, in relation to his 80 acres of land adjacent to the site of the construction of the new fishery quay at Seafield, County Clare. States that during its construction, his land, '…was made a mere Commonage of with Men Horses Carts Drays &c In Drawing Stones and Sand all other Materials…' across it. Further complains of the refusal of the commissioners of fisheries to pay him compensation for the damage caused [annotation indicates petition was received 3 September 1823]. He encloses letter from Henry Townsend, Irish Fishery office, Dublin, secretary to the commissioners of fisheries, to Brew, informing him that his claim cannot be recognised, 21 August 1823. Letter from Messrs Stewart & Swan, 6 Leinster Street, Dublin, land agents and managers of the estates of Henry Temple, 3rd viscount Palmerston, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning works to raise the weir of the River Liffey at Kilmainham, Dublin. Expresses concern at the potential damage at the Chapelizod Mills and the low lying land between the weir and Chapelizod, forming part of Palmerston's estate, due to 'a great body of back water' which will be created, 15 September 1823. Encloses copy of report of Alexander Nimmo and George Halphin, Dublin, civil engineers, to Graves Chamney Swan, reporting their opinion on the works, and offering a detailed account of the movement of water in the river, and the likely consequences of the works to the land at Chapelizod mills, originally dated 5 September 1823. With subsequent annotation by John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, Dublin Castle, 18 September 1823, and also copy of letter of reply from Goulburn, annotated in pencil.

Printed letter from under sheriff of Cork, issuing fine to John Townsend for non-attendance as juror

SCOPE & CONTENT:

Printed letter with hand written entries, from Noble Johnson, under sheriff of Cork, sheriff's office, Cork, to John Townsend, Clonakilty, County Cork, informing him that a fine of £5 has been imposed on him for failure to attend as a juror at the county assizes in August 1822. Subsequent annotation on reverse of letter, contains Townsend's affidavit, sworn before Samuel Bennett, magistrate, Clonakilty, denying receipt of any original summons to attend as a juror, and stating that at the time of the assizes, he had gone to London to seek medical attention, having been 'deprived of sight', 12 September 1823. [Townsend has presumably sworn the affidavit on the reverse, and forwarded the letter to Dublin Castle, to seek government redress].

File of papers relating to applications of William Wilson, County Armagh, requesting relief from a forfeited recognizance. Includes letter from George Harrison, Treasury Chambers, Whitehall, London, assistant secretary to Lords Commissioners of the Treasury, 11 September 1823, forwarding a petition from Wilson, Drumnahincion [Drumnahunshin], parish of Kilmore, near Richhill [Rich Hill], County Armagh, to the Lords Commissioners, requesting investigation of the case. In the petition, Wilson requests relief from a forfeited recognizance for £20 which he entered in to as security for the appearance of James Kinney at County Armagh summer assizes, on a charge of theft of a wheelbarrow. States that as Kinney failed to appear when required at the assizes, a green wax process was issued by the sheriff against Wilson. Requests, however, that as Kinney later stood trial and was acquitted, the recognizance should be superseded, 30 August 1823. File also includes further letter from Harrison, Treasury Chambers, London, to Goulburn, 25 September 1823, enclosing a further petition from Wilson, renewing his request for the recognizance to be cancelled, 11 September 1823. Also letter from George Vaughan Hart, Kilderry, Londonderry, County Londonderry, MP for County Donegal, to Stephen Rumbold Lushington, Treasury Chambers, London, joint secretary to Lords Commissioners of the Treasury, in support of Wilson's application, 14 September 1823. File also includes letter from Walter Bourne, 17 Harcourt Street, Dublin, clerk of the crown for County Armagh, to Goulburn, reporting, as requested, on Kinney's case and Wilson's application, 1 October 1823. Also copy of letter of reply from Goulburn, to high sheriff of County Armagh, instructing the cancellation of all proceedings against Wilson in respect of the forfeited recognizance, dated 1 January 1823 [although this would appear to be an error, and likely intended to be 1 January 1824]. File also includes petition from Wilson, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the refusal of Christopher Reed [also spelt Read], formerly sub sheriff of Armagh, to return Wilson's full £20, 18 February 1824.
